I

I

I

Council Proceedings - December 22, 1998
Page 4

Council Business. continued

The Plan is based on a 3 % cost of living increase in employee wages. The City's
maximum contribution for health insurance will remain at $375/month. There are two
comparable worth adjustments necessary for the positions of Civil Engineer II and
Senior Engineering Tech/Supervisor.

Most part-time employees will receive a 3 % increase. Positions based on a per unit cost
would receive adjustments based on market comparisons. One other change to the part-
time pay plan involves a pay plan system for seasonal employees. Since seasonal
employees do not work on a continuous calendar, it is proposed that pay increases are
reflected in the number of seasons worked by the employee.

The adjustments affecting the Fire Department include: $lIhour increase for Firefighters
and Captains; Fire Chief's annual salary increase to $5,000; and Assistant Fire Chief's
annual salary increase to $4,000. Fulton confirmed that these wages have not seen
increases during the last 10 years. Benke commended the Fire Department for their
excellent work and supports these salary adjustments. Fulton noted that the City will
work to develop an overall strategy regarding other Fire Department compensation
issues in the upcoming months.

Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND
ADOPT THE RESOLUTION ADJUSTING COMPENSATION RATES FOR NON-
UNION PERSONNEL.

5 Ayes ~ 0 Nayes, Motion Carried.

City Planner Cary Teague presented the rezoning process to establish the Mixed Use
(MX) District over certain properties along the Old Hwy 8 corridor north of 1-694 and
south of Mounds Ave. The district is an implementation tool of the City's Vision Plan
adopted in 1997. The Vision sees this area as an extension of Downtown with integrated
parking, trails, transit elements and a mixture of uses. Proposed uses include retail,
housing, restaurants, entertainment, and office uses. The existing zoning designations
include: B-3 (General Business), I-I (Light Industrial), 1-2 (Heavy Industrial), and 1-3
(Limited Industrial). This process involves 135 acres divided among the following
designations: 59 acres (I~l), 21 acres (1-2), 46 acres (1-3), and 9 acres (B-3).

Staff identified the following existing Type II Nonconforming Uses: Dahlke Trailer,
Darling Rendering Plant, Menglekoch Rendering Plant, Bury property, Home Gas
Company, and Nordquist residential single family home. Under the proposed
ordinance, Waite Trucking which Bebet Realty owns, and the Anoka County Farm
Bureau Co-op would become Nonconforming Uses.

Bebet is in the process of selling this property to AAA Cooper Transportation (AAA).
AAA intents to operate a trucking facility and wishes to perform improvements such as
fence realignment, building upgrades, and installation of a truck fueling facility and
canopy. Under the rezoning, this use becomes non-conforming and expansion is not
allowed. The Planning Commission recommended delaying the rezoning effective date
for this site to March 1, 1999, to allow AAA time to develop a site plan.

Council Business

1999 Pay Plan
Adjustment for Non-
union Personnel
Report 98-242
Resolution 98-112

Rezoning of properties
MX District
Report 98-243
Ordinance 649
