Being this use would be unique and <br />inconsistent with future uses, Benke asked AAA's long term goals for this location. <br />Kirschner said AAA views relocation to the outer ring suburbs a deterrent to an efficient <br />operation, however, projecting when they may outgrow this facility is difficult. This <br />facility will be well maintained with on-site management. <br /> <br />Eric Gallet, Bebet attorney, presented documentation stating that Bebet would not <br />request any site improvements before March 1, 1999. City Attorney Charlie LeFevere <br />acknowledged this documentation is somewhat of a protection, however, Council has <br />final discretion to deny or act on proposals prior to March. <br /> <br />Johnson said AAA proposes significant site improvements, and repeated the need for the <br />fueling station and canopy. Benke asked if the fueling station is absolutely critical. <br />Johnson said the fueling station is highly desirable for cost efficiency and would reduce <br />neighborhood truck activity. Johnson confirmed that truck access will be elusively off <br />Hwy 96. Samuelson asked what determines the location of the fueling station. Johnson <br />said the only requirement is that the location cannot interfere with truck access. <br /> <br />Hoffman asked the estimated length of time that AAA generally utilizes a location. <br />Kirschner related that estimating the possible growth experienced in the area is difficult. <br /> <br />The Planning Commission voted to recommend the site for rezoning effective March 1, <br />1999, to allow for site plan review of site improvements, fueling station, and canopy. <br /> <br />Benke recommends proceeding with the underlying MX approval with the understanding <br />that US Filter be not part of the action. Further, direct staff to review and recommend <br />alternative zoning of the DeCoster site that would incorporate a convenience center with <br />gasoline sales for consideration in January. He noted apprehension that the AAA <br />proposal is inconsistent with the V ision, but feels there is opportunity to discuss <br />significant landscaping and treatments to enhance the site's appearance. <br /> <br />Samuelson understands the fueling facility is vital to AAA's success, however, she is <br />torn between applying the Vision and the length of time AAA would remain at this site. <br /> <br />Larson would propose rezoning the AAA site to MX and allow for minor site <br />improvements, minus the fueling station. <br /> <br />Gunderman does not have an issue with the fueling station or canopy, and views it as a <br />method to eliminate truck fueling at neighborhood stations. <br /> <br />Hoffman does not want to rush to judgement on the issue of the fueling station, and <br />would like opportunity to review options to allow this business to remain in New <br />Brighton. <br /> <br />Johnson believes the City will benefit from having on-site management, and explained <br />that the fueling station would contain two pumps on either side for duel-fueling. <br /> <br />Council Business <br /> <br />Rezoning of properties <br />MX District <br />Report 98-243 <br />Ordinance 649 <br />
