<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 27, 1998 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Dave Swenson stated that in 1985, the developer donated 5 acres for the park with the <br />understanding that tennis courts would be built with funds provided by the developer. <br />The City has spent $5,000 of the original amount for grading specifically for two tennis <br />courts, and he feels the City needs to move forward and install the courts. <br /> <br />Motion by Hoffman, seconded by Larson, to FORMALLY RECEIVE THE <br />PETITION FROM DAVID H. SWENSON REGARDING THE TENNIS COURTS <br />AT SILVER OAKS PARK WITH THE UNDERSTANDING THAT STAFF WILL <br />WORK WITH THE NEIGHBORHOOD IN TIME FOR THE COMPREHENSIVE <br />PLANNING MEETING ON FEBRUARY 18, 1999, WITH THE GOAL OF <br />HAVING A DECISION READY FOR CONSTRUCTION OF THE TENNIS <br />COURTS TO BEGIN IN APRIL 1999. <br /> <br />4 Ayes - 1 Nayes (Gunderman), Motion Carried. <br /> <br />Benke verified that Hoffman's motion assumes that any action taken in April 1999 would <br />be concurrent with the decision reached through the Comprehensive Plan process. <br /> <br />Gunderman does not support Hoffman's motion due to the fact it does not formally state <br />construction is a guaranty. Benke said the decision will be expedited to allow for Spring <br />construction. <br /> <br />Community Development Director Kevin Locke explained that research will be <br />completed before February to allow for a timely conclusion and decision. <br /> <br />A resident complained that they never received notifications for those meetings where <br />decisions had taken place. Benke guaranteed that facts will be distributed before <br />February, and hopes residents remain involved in the process. <br /> <br />Swenson believes the courts should have been installed years ago, and asked why <br />Council cannot proceed tonight. Benke explained that when previous actions were <br />taken, Council encountered new facts and differences of opinion. This recommendation <br />allows for the determination of which facilities to construct according to future <br />neighborhood park needs. This could very well include the courts, but let's just make <br />sure we are moving in the right direction. Council will consider presented analysis, <br />options, and implications to determine a resolution to this issue. <br /> <br />City Sanitarian David Fridgen presented the SCORE funding grant application, and the <br />1999 recycling service charge. New Brighton's curbside recycling program is partially <br />funded by SCORE grant money from Ramsey County. The remaining funds are raised <br />through a City recycling service charge collected by the County. The amount of grant <br />money New Brighton will receive for next year's program will be $45,785.
