She prefers to receive much <br />information before a decision is made and involve all affected parties. She is capable of making tough decisions <br />when necessary, but being fair to all parties is critical. Her leadership skills would serve her well in this position. <br /> <br />5. What role do you see the City Council as having in the overall operation of the City? <br /> <br />Hoffman feels the Council has a very critical role, but believes the City has very capable staff and noted the <br />leadership of City Manager Matt Fulton. She is very impressed with staff's commitment and understanding of how <br />a City works. She sees the Council as providing the vision and receiving community input to help direct Matt and <br />staff in carrying out that mission for the City. <br /> <br />Flahave envisions the Council as a team leader or overseer of the vision which is passed down and carried out by <br />staff. He is in full agreement with Hoffman's statements, <br /> <br />6, Are there any other issues or background information that you think is important for us to consider in <br />evaluating your qualifications to serve in the position of City Councilmember? <br /> <br />Flahave is accustomed to being in the public profile, but has appreciated the last few years as a time to rehatch, <br /> <br />Hoffman reemphasized she is a team player and likes the collaboration of her teammates. She is very committed to <br />this community, <br /> <br />Samuelson asked Hoffman to elaborate on her statement regarding financial stability. Hoffman feels economic <br />development is very critical, and has recently been appointed to the Economic Development Commission, She <br />feels the City needs to review the type of businesses locating to New Brighton, assess financial considerations in <br />remediating polluted land, and adhere to our environment commitment to our residents, We need to look at what <br />level of services residents prefer, and at what cost residents are willing to bear to provide those services. There <br />are no easy or pact answers and all things need to be taken in consideration as the plan is brought forward. <br /> <br />Flahave is unaware of any financial instability within the City, but would like to review the City's bond ratings. <br />Predicting environmental concerns is difficult, but the Superfund monies should help deal with any, <br /> <br />Gunderman noted that Flahave mentioned tax increment financing, and asked for Hoffman's thoughts, Hoffman is <br />unfamiliar with tax increment financing, but has opportunity to learn from the Council on this issue, <br /> <br />Benke asked if either candidate has had involvement with political processes at State or Federal Legislative levels. <br /> <br />Flahave has spoke before many State and Federal agencies, Security Exchange Commission, and other <br />governmental agencies, <br /> <br />Through her employment with NSP, Hoffman was active in legislative issues involving Worker Compensation. <br /> <br />Samuelson asked if Hoffman would be available for Council functions held during the day. Hoffman has spoke to <br />her supervisor and can be available as needed, <br /> <br />There were no questions from the audience members. <br />
