<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1998 <br /> <br />Page 5 <br /> <br />Public Hearing. continued <br /> <br />Larson said Council closed the hearing, and continued consideration for tonight. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Larson, seconded by Gunderman, to HOLD THE PUBLIC HEARING <br />AND WAIVE THE READING AND ADOPT THE RESOLUTION MAKING <br />FINDINGS OF FACT AND APPROVING THE VACATION OF A RIGHT-OF- <br />WAY LYING WITHIN THE PROPOSED COUNTY ROAD E-2 EXTENSION <br />AND ALSO VACATING 3RD STREET NW AND A PORTION OF 6TH AVENUE <br />NW, ALL WITHIN THE PROPOSED PLAT OF BRIGHTON CORPORATE <br />PARK III. <br /> <br />4 Ayes - 0 Nayes, Motion Carried, <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented the 1998-1999 Comprehensive Plan Work Program. <br />The Work Program proposes formulation of a Comprehensive Plan Task Force to assist <br />Council during the update process. The program also provides for public input to be <br />received through neighborhood meetings and a mini-town hall meeting, <br /> <br />Staff recommends Fred Hoisington, HKG, as facilitator at a cost of $17,500 with an <br />additional but optional fee of $3,500 for traffic calming studies, The City budgeted <br />$20,000 for this process, and received an $8,000 grant from the State. That leaves <br />$10,500 to cover the cost of optional studies and production costs, <br /> <br />Benke noted the importance of the telecommunications component and asked what <br />processes will be used to encourage a quality data transmission infrastructure for <br />residents. Mattila said HKG would not be involved in this component, but staff has <br />some ideas. One way is to recruit a telecommunications expert to serve on the Task <br />Force, and staff will research policies and guidelines of utility companies to assist in the <br />implementation process. <br /> <br />Benke noted that the League of Minnesota Cities (LMC) may have telecommunication <br />structure models for review. Fulton agreed, and also suggested contacting Meredith <br />Cable for assistance, Gunderman provided Fulton with the most recent cable franchise <br />agreement and documentation regarding right-of-way issues, Fulton will review the <br />documentation and provide a condensed report to Council. <br /> <br />Benke asked if any individuals have been identified for appointment to the Task Force, <br />Mattila said the neighborhood and mini-town hall meetings may generate a list of <br />representatives with various skills which may be used for possible membership. <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE 1998-99 <br />COMPREHENSIVE PLAN WORK PROGRAM; AND AUTHORIZE STAFF TO <br />EXECUTE THE PROPOSAL WITH HOISINGTON-KOEGLER GROUP, INC. <br />FOR COMPREHENSIVE PLANNING SERVICES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried, <br /> <br />Public Hearing <br /> <br />Correction of Legal <br />Descriptions and <br />vacations for Co.
