Steinwall
said the City is requesting the easement be narrowed to 50 ft. on the Mac Gillis side and
40 ft. on the railroad side. The pipeline could either remain within that 90 ft. corridor
or moved to another location outside the corridor. Gregori reaffirmed that the pipeline
could continue operation if it remained within those boundaries. Steinwall said another
issue is the timing of the pipeline relocation in order to facilitate site cleanup.

Fulton said this action essentially sets up the legal framework to reduce the easement and
allow the City to meet its development obligations to Donatelle,

Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND
ADOPT THE RESOLUTION AUTHORIZING THE AUTHORITY TO QUIET
TITLE OR STARTING EMINENT DOMAIN PROCEEDINGS AGAINST
WILLIAMS PIPELINE.

4 Ayes - 0 Nayes, Motion Carried,

Police Chief John Kelley presented a request to install two hour (8:00 a.m, 4:00 p.m.)
parking signs on the 2500 block of Rainbow Ln. A meeting was held with school
officials, staff, and residents, It appears problems began when remodeling at the school
had a negative impact on where staff formerly parked. Recently, the situation has
improved, The Public Safety Commission (PSC) reviewed the issue, received input, and
recommended against sign installation.

Motion by Larson, seconded by Gregori, to ADOPT THE RECOMMENDATIONS
OF THE PUBLIC SAFETY COMMISSION THAT LIMITED PARKING SIGNS
NOT BE INSTALLED IN THE 2500 BLOCK OF RAINBOW LANE.

4 Ayes - 0 Nayes, Motion Carried.

Kelley said the City received a petition from 16th Ave, SW residents regarding a
number of traffic calming measures. The petition requested installation of all-way stop
signs on 16th Ave. SWand 1st St. SW, 2nd St. SW, 2nd Ter., and 3rd St. SW. After
researching these issues, the PSC recommended against installation since warrants for all
way stop signs were not met. Based upon research and the failure of traffic volumes to
meet warrants, Kelley and Proper both concur with the PSC recommendation.

Motion by Gregori, seconded by Gunderman, to ACCEPT THE PUBLIC SAFETY
COMMISSION RECOMMENDATIONS TO NOT ORDER THE INST ALLA TION
OF ALL WAY STOP SIGNS ON 16TH AVENUE SW AND 1ST STREET SW,
2ND STREET SW, 2ND TERRACE SW AND 3RD STREET SW.

4 Ayes - 0 Nayes, Motion Carried.

Benke requested staff to continue review of traffic calming options throughout the City.

City Planner Erny Mattila presented a simple plat named Brighton Corporate Park III,
This former MacGillis & Gibbs site entails one industrial lot and three outlots to
accommodate future industrial/commercial buildings, Only Lot 1 is free of
contamination, and as more of the site is remediated, development will increase.

Council Business

Quiet Title/Eminent
Domain - WiIliams
Pipeline
Report 98-037
Resolution 98-011

Two Hour Parking
Signs - 2500 Block of
Rainbow Lane
Report 98-032

16th Ave. SW Traffic
Issues
Report 98-033

Simple Plat - PL-237
MacGiIlis & Gibbs
Bepm
Report 98-034
