LMC has requested members to contribute to development of a work <br />plan to ensure municipalities retain management authority over ROWs. US West has <br />petitioned the Minnesota Public Utilities Commission to assume exclusive authority over <br />ROWs. The potential exists that municipalities may lose authority through legal and <br />legislative actions, and action should be taken to en.'!ure continuation of local authority. <br /> <br />ROWs include sanitary sewers, cable TV, gas, electric, and telephone. Because of the <br />complexity and the number of utilities buried within the ROW, it becomes important <br />these systems are effectively managed. LMC thorough its ROW Task Force (co- <br />chaired by Fulton) determined that work plan costs could reach $325,000 or more. LMC <br />is asking members to voluntarily pay $200,000 at an allocation based on membership <br />formulas. The minimum payment for New Brighton is $1,369. LMC is encouraging <br />cities to contribute more if possible. Based on New Brighton's involvement, supporting <br />this effort is appropriate and the City could possibly contribute a reasonable amount <br />more.
