<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1996 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />The trail installation was previously deferred to provide opportunity for the area to <br />develop and receive resident input. The Park, Recreation, and Environmental <br />Commission extensively reviewed the issue at the April 3, 1996, meeting. A great <br />number of neighborhood residents attended the meeting and there was reasonably strong <br />support overall for the trail section. The trail is consistent with the overall park <br />development plan previously approved by Council. Anderson said Dr. Glenn Burleson <br />submitted a request to delay the trail installation so that discussions be held for those <br />unable to attend the April 3 meeting. Burleson states he was never notitled of the April <br />meeting. Anderson said the meeting notices were hand delivered and attached to the <br />door with a rubber band. Staff had not heard that anyone else did not receive the notice. <br />Burleson's notice may had blown away or another family member might have discarded <br />it. Anderson apologized, and said it was unintentional that Burleson was not notified. <br /> <br />Gunderman supports the Park Commission's recommendation for the trail con.<;truction. <br /> <br />Dennis Guldan, Council member of the Month, had walked the neighborhood and spoke <br />to affected homeowners. The majority of the residents he spoke to favored the trail's <br />installation, and felt the issue was resolved at the April meeting. A few residents said <br />they had scheduling conflicts and were unable to attend the April meeting. <br /> <br />Dr. Glenn Burleson, 2987 Bent Tree Hills Dr., said many people at the April meeting <br />were not trom the neighborhood, and several neighbors have voiced opposition. He <br />requests residents be given a voice in city government, and asked if the path is a park <br />component. He feels the trail will encourage traffic behind his home, and asks it be <br />delayed until the pond becomes more detlned. There has been neighborhood concern of <br />the trail's location near the pond and safety issues related to this design. He noted <br />discouragement of not being notified of the meeting. Benke said best efforts were made <br />to deliver the notice to Burleson. The issue has been ongoing for a number of years and <br />a decision was made on best estimates. The plans to install the trail are put on hold <br />until the pond dredging is complete. The trail was planned when the plat was approved <br />several years ago. Burleson said the developer told him it would be a grass trail, and <br />one of the developers signed his petition. Benke said there have been recent changes in <br />the developer's organization, Harstad Corporation. <br /> <br />Guldan asked if there is a way in which to prevent vehicles from driving onto the trail. <br />Benke said posts would be installed to prevent vehicles from accessing the trail. <br /> <br />Burleson said all but one resident he spoke to opposed the trail. Benke said Council has <br />made a decision and the question is whether it be revisited. Gunderman said what <br />Council approves versus what a developer shows a homebuyer could be totally different. <br /> <br />Williams feels the bigger issue is Harstad's delay in the pond remediation. The pond is <br />un.<;ightly and bothers him more than a trail where neighbors walk. He supports the <br />proposal. Burleson has no problem with neighbors walking behind his home, but feels <br />an 8 ft. asphalt trail will bring additional traffic. He asked that a neighborhood meeting <br />he scheduled to address this issue. <br /> <br />A resident said vehicles have driven on the grassy area and noted safety concern.<;. Benke <br />said posts will be installed to prevent access, and residents should contact the police if <br />anyone is driving on grassy areas. A resident had seen maintenance vehicles in the area. <br />Benke said maintenance needs to access the park, but private vehicles are prohibited. <br /> <br />Council Business <br /> <br />Innsbruck Trail <br />Report 96-125 <br />
