He considers this revised plan a threat, <br />and asked Council to review the new plan. <br /> <br />City Attorney Jim Thomson said BrottIund must fully understand the continuation means <br />he is waiving his rights to a time frame established under State law that the City must <br />process and act upon an application within 60 days. Brottlund reconfirmed the 60-day <br />time frame, and asked if the City felt action will not occur within 60 days. Thomson <br />explained that Brottlund is requesting the continuation and Council does not know when <br />Brottlund will decide to come before the Council for further consideration. Brottlund <br />agreed to waive his rights to a time frame under State law by which the City is required <br />to process and act upon his application within the 60 days set forth in the Statute. <br /> <br />Motion by Larson, seconded by Williams, to MOVE TO CONTINUE PL-228, <br />BROTTLUND/SCHAFER, SUBJECT TO THE APPLICANT'S REQUEST FOR <br />FURTHER CONSIDERATION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila said a proposal drastically different from the original needs review by the <br />Planning Commission. If the proposal is identical, then Council will need to review. <br />Benke said Council would have been obligated to take action within 60 days, however, <br />the applicant voluntarily continued consideration. Residents will be notified of all <br />information pertaining to this matter. <br /> <br />Mattila said a detached garage up to 600 sq. ft. can be built in an R-I or R-2 District. <br />However, this garage needs to be setback 5 ft. from the side property line and 5 ft. from <br />the back property line. In this case, the property to the west is zoned R-l which means <br />a garage needs to be setback 15 ft. from the back property line, 5 ft. from the center <br />property line, and 5 ft. from the back property line. If the proposal met current codes, <br />then Council consideration is not required. <br /> <br />Benke asked Brottlund to keep staff, Council, and residents updated of any decisions. <br /> <br />Finance Director Margaret Egan presented for the CorVel's Managed Care Plan. <br /> <br />Managed Care refers to medical services part of a worker's compensation program. <br />Managed care is advantageous to both the employee and employer. An employee <br />receives the ease of access to medical care, third party assistance in handling claim, and <br />referral services. The employer receives expertise in lowering claim cost..... <br />The City received six responses to its RFP. The fmalists were lntracorp, <br />Comprehensive Managed Care, and CorVel. All finalists offered unique features. The <br />CorVel Plan matches the employee with an intake nurse which advises employees of the <br />most appropriate caregiver and makes the appointment. CorVel manages all claims and <br />the City does not declare a primary clinic. Selection of CorVel was an unanimous <br />choice of the interview panel. Managed Care will start July 1. <br /> <br />Egan thanked Eichers for information he provided regarding his employer's experience <br />with CorVel.
