<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 14, 1995 <br /> <br />Page 2 <br /> <br />Special Order of Business. continued <br /> <br />Jim Tolaas, Ramsey County, said MnDot transferred jurisdiction of Hwy 96 to <br />Ramsey County. This 8.45 mile segment extends from Old H wy 8 to H wy 61. The <br />County convened a task force to study transportation, community, and improvement <br />needs. Task force members represent MnDot, St. Paul water utility, TCAAP, White <br />Bear Township, White Bear Lake, Vadnais Heights, North Oaks, Shoreview, Arden <br />Hills, and New Brighton. In February, the task force will present recommendations <br />for segments reconstructed in 1997. It is hoped in the next 5 years all segments will <br />be completed. The road design will be consistent throughout and a landscape median <br />and trail system will be installed. The trail will connect to Long Lake Park, and the <br />County will seek Federal funding for installation. Modifications will be made to the <br />medians and intersections in Arden Hills, Shoreview, and Vadnais Heights. The New <br />Brighton portion is tied to the I-35W bridge reconstruction which is not scheduled. <br /> <br />Williams thanked the County and task force for an exceptional plan, and noted a ~ <br />Brighton Bulletin article indicating reduction of the speed limit to 30-35 mph. He <br />feels this seems a bit incumbering for a four lane divided roadway with controlled <br />access. Tolaas said the article was incorrect and the traffic light progression allows <br />for an average speed of 30-35 mph, but the posted speed will remain at 50 mph. <br /> <br />Benke asked if the communities should band together to request funding for landscape <br />enhancements. Tolaas said that if the communities wish to pursue unusual landscape <br />features, it would be wise to seek additional funding. Benke asked if it is assumed <br />that all segments would be four lanes. Tolaas believes that all segments will be four <br />lanes, however, each community will need to sign agreement to the final design. <br />Council thanked Tolaas for his presentation. <br /> <br />Samuelson noted pleasure at being the Council Liaison of the Cable Advisory <br />Commission (CAe), and feels its members provide vision to Channel16's future. <br /> <br />Stan McDonald, CAC Chair, introduced the members: Dave Eichers, Bob Grahek, <br />Bob Keim, Lynn Redlinger, and Ruth Mason, and noted the talents provided by <br />Irondale student Matt Genelin. The 1995 accomplishments were: purchasing <br />equipment to improve lighting and remote taping; 7 days per week programming <br />from 7 a.m. to 10 p.m.; production of "New Brighton Update", "Faces and Places", <br />and other programs; publication of cable schedule in~; 1996 budget <br />recommendations; and storm alert information. <br /> <br />Grahek said the equipment purchases included electronically adjustable cameras and <br />two S-VHS decks. Future purchases will assist remote shoots and enhanced lighting. <br /> <br />Eichers said Channel 16 provides the best opportunity to communicate with residents. <br /> <br />Mason noted plans to produce more "New Brighton Updates" and "Faces and <br />Places". She presented Council with coffee mugs showing the channel's new logo. <br />The commission will give the mugs away during promotional events. Redlinger <br />coordinates marketing and promotion through news releases. <br /> <br />McDonald regretfully submitted his resignation due to his relocation to Mounds <br />View.
