<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 10, 1995 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Police Department projects involve: community oriented and problem solving <br />policing; Neighborhood Watch Program; DARE; Park Ranger Program; discussion <br />on regional dispatching/records management systems; Public Safety Visioning <br />Process; school liaison; and computerization efforts within vehicles. <br /> <br />Public Works projects involve: street rehabilitation projects such as Thorndale <br />Avenue completion in October; 7th Street completion; Silver Lake Road first phase to <br />be completed in November and second phase to start summer 1996; 5th Avenue <br />streetscape deferred to early spring; and sealcoating program completion. Water <br />system improvement for operable Unit 1 has been completed and Well 14 <br />construction will begin in November. The Water Supply Plan has been completed. <br />Engineering activities included the computerization autocade, stormwater utility <br />activities, Fire Hall emergency generator, and Innsbruck Park parking lot. <br /> <br />Benke thanked Fulton for his informative presentation. <br /> <br />Fulton presented the establishment of a date for the 1996 annual Town Hall Meeting. <br /> <br />To ensure that the meeting can be held the later part of March, it is necessary to <br />schedule the Community Room as soon as possible at the Family Service Center. <br />The suggested dates are the Saturdays of March 23 or March 30, 1996. Benke <br />requested staff to check the date of the National League of Cities conference to ensure <br />that there would not be a conflict of dates. <br /> <br />Motion by Samuelson, seconded by Larson, to SET SATURDAY, MARCH 30, <br />1996, AS THE DATE FOR THE 1996 ANNUAL TOWN HALL MEETING TO <br />BE HELD AT THE FAMILY SERVICE CENTER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented for consideration adjustments to Councilmember salaries. <br /> <br />Mayor and Councilmember salaries have not been adjusted since 1990. State Statute <br />requires compensation cannot be made effective until after the next general election. <br />Staff surveyed salary levels of metro area communities, and found New Brighton <br />Council compensation amounts at the lower end. The Mayor's current annual salary <br />is $7,200 and Councilmember is $5,580. Council duties require: bi-monthly Council <br />meetings; attendance at monthly municipal commissions; participation and leadership <br />at community affairs; participation at the local/regional/state and federal levels; other <br />meetings as necessary; and time spent preparing for meetings. Based on the data, <br />Fulton recommends compensation levels be adjusted. It is important to note that even <br />after the adjustment, salaries will be at an average of comparable communities. He <br />suggested subsequent year salary annual adjustments be an annual increase of 2.5 %. <br /> <br />Benke does not support the automatic accelerator. He feels it is best done by dealing <br />with the issue at hand and by specific action rather than an act of omission. Future <br />Councils would have the wisdom to deal with this issue appropriately, and he does <br />not wish to incorporate any kind of accelerator.
