<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 10, 1995 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Civil Engineer Brian Olson presented the feasibility study for Trend Enterprises, 300 <br />- 9th Ave. SW, watermain relocation. <br /> <br />Trend requested the City look into relocating a watermain which crosses through the <br />center of the site because they wish to expand their facility. Trend agrees to pay <br />100% of the relocation cost. The relocation can be accomplished by connecting to <br />the 12-inch ductile iron watermain located on the west side of the site. No new right- <br />of-way is needed and any easements needed from Trend and Roseville Properties are <br />at no cost to the City. Trend has agreed to the petition and waiver agreement <br />regarding the public hearing process. The total project cost will be $48,648, and the <br />City will not need to sell bonds because Trend will be special assessed. The project <br />completion date will be December 15, 1995. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY, <br />ACCEPTING THE SIGNED PETITION AND WAIVER AGREEMENT FROM <br />TREND ENTERPRISES, ORDERING IMPROVEMENT, AUTHORIZING <br />PREPARATION OF PLANS AND SPECIFICATIONS, AND AUTHORIZING <br />THE ADVERTISEMENT FOR BIDS FOR IMPROVEMENT PROJECT 95-13, <br />TREND ENTERPRISES W ATERMAIN RELOCATION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented the FSC Bridge. <br /> <br />The landscape plan included two bridges, one leading from the FSC to the <br />intersection of 10th St. and 5th Ave., the second from the FSC to the Polari site. The <br />bridge to the Polari site did not receive the funding originally anticipated. Cost for a <br />bridge and abutments was $13,000, but the costs have tripled due to bad soils. It <br />seems appropriate to defer installation of the intersection bridge and to order soil tests <br />in preparation for bridge installation to the Polari site. Parking arrangements are <br />close to capacity, and inclusion of congregate dining will make parking even tighter. <br />Anderson does not feel there is a need to install the intersection bridge. A sidewalk <br />on the north side of 10th St. on the westerly side of the FSC driveway serves the <br />same purpose and provides better access to Golden Pond residents. He hopes that <br />soil testing on the Polari site will not show a soil problem. <br /> <br />Benke concurs with the deletion of the intersection bridge, and asked that tests be <br />performed on the Polari site to ensure its feasibility. Anderson noted that additional <br />monies will be needed to perform the soil testing. Benke noted the importance of soil <br />testing to determine its feasibility. <br /> <br />Motion by Benke, seconded by Samuelson, to DIRECT STAFF TO DEFER <br />INSTALLATION OF A BRIDGE LEADING TO THE INTERSECTION OF <br />10TH ST. AND 5TH AVE. AND REQUEST STAFF TO REPORT BACK WITH <br />PROPOSED POLARI SITE CONNECTION AND SITE PLAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Anderson will be back at the October 24th meeting to present staff findings. <br /> <br />Council Business <br /> <br />Trend Ent.
