Proper said they would be <br />painted "Statutory Bronze." <br /> <br />Williams is pleased to approve this reduction in the contract amount. <br /> <br />Motion by Williams, seconded by Samuelson, to APPROVE CHANGE ORDER #1 <br />TO THE SILVER LAKE ROAD UPGRADING PROJECT #91~1, <br />SUBSTITUTING MILLERBERND POLES AND HUBBELL LUMINARIES <br />FOR A CONTRACT PRICE DEDUCT OF $90,000. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented for consideration the 1995 <br />fee increases for the Family Service Center (FSC). <br /> <br />The Parks, Recreation and Environmental Commission have recommended a fee <br />increase of 20% for FSC daily admission and three month memberships. This <br />increase would provide additional revenue as well as encourage people to buy the <br />more cost effective annual membership. Increasing annual memberships will assist in <br />providing a more stable revenue source. Staff recommends the new fee structure be <br />implemented on September 18, 1995. Anderson summarized the fee changes. <br /> <br />Benke asked if the fee structure is comparable to similar facilities. Anderson said it is <br />difficult to compare the FSC's fee structure with other facilities because the FSC's <br />amenities are not duplicated at any other facility. Anderson noted that commercial <br />indoor playgrounds charge much higher rates than the FSC playground. The <br />Commission felt this fee structure would bring in additional revenue from daily users, <br />but still make the facility affordable to the average family. <br /> <br />Benke asked if the room rental fees will need to be adjusted. Anderson does not see <br />any indications that the room rental fees should be adjusted. Benke asked the status <br />of the marketing campaign. Anderson said brochures have been mailed to elementary <br />schools, day cafe providers, and local businesses. The plan is to put a greater <br />emphasis on the rental of the community room and meeting rooms. <br /> <br />Samuelson feels the 3-month family membership is an excellent value, and asked how <br />long will these fees remain. Anderson noted that all park and recreation fees are <br />reviewed on an annual basis. <br /> <br />Larson asked if any thought was given to rounding these fees to dollar amounts. <br />Anderson said increasing to the dollar amount would have made increases more than <br />20 %. A standard practice in concession sales is to not peg your fees at dollar <br />amounts because it forces workers to make change and greatly deters a worker from <br />slipping dollars in their pocket without recording the transaction. <br /> <br />City Manager Matthew Fulton said the key factor is to ensure that the market will <br />bear these costs.
