<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 22, 1995 <br /> <br />Page 5 <br /> <br />Council Business continued <br /> <br />Motion by Samuelson, seconded by Benke, to DIRECT STAFF TO INCREASE <br />DAILY ADMISSION FEES AND THREE MONTH MEMBERSHIP FEES BY <br />APPROXIMA TEL Y 20% EFFECTIVE SEPTEMBER 18, 1995. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the implementation of senior programming at the FSC. This <br />recommendation comes as a result of discussions between Council and staff which <br />dealt with relocating the seniors into the FSC. <br /> <br />The proposed space is currently occupied by Northwest Youth and Family Services <br />who will be downsizing their space. It is determined that funding needs for physical <br />improvements and furnishings would be $39,967; and it will take six weeks to <br />perform the work and the opening would be October 1. The assessment analysis does <br />not include an increase in personnel costs. In regards to the inclusion of congregate <br />dining at the FSC, the school district is still working through changing from its <br />present location at Shoreview to the FSC. If the FSC is given the program, staff feels <br />the program could be on line by January 1, 1996. <br /> <br />Gunderman asked for an update on the school district's recommendations. Fulton <br />said the school district is evaluating the changeover and has discussed the issue with <br />the Shoreview City Manager. Gunderman asked if the school district provides <br />funding for the program. Fulton said the school district does not provide funding, but <br />administrators the program. The school district has heard that many New Brighton <br />seniors want this program at the FSC and are moving toward that. Gunderman asked <br />why the program is delayed to January 1996. Anderson said the Community <br />Education Advisory Council who needs to review the proposal does not meet until <br />October. After that time, the School Board would make its recommendation, and the <br />Shoreview City Council will also review the proposal. Anderson feels the January <br />date is realistic. Gunderman noted concern that the proposal may not be approved. <br />Anderson said it is the school board's ultimate decision, and does not feel Shoreview <br />could block the change. Ramsey County Action funds the program and the school <br />district is charged with finding a location within its boundaries. Gunderman <br />requested that Fulton or Anderson proceed quickly and communicate the urgency of <br />this message to the deciding bodies. <br /> <br />Benke shares some of Gunderman's concerns, and noted that many New Brighton <br />seniors do not take advantage of the program because it is located in Shoreview. He <br />does not question the decision process, and feels the issue should not be rushed into. <br />Gunderman requested that staff receive communication from the school district on <br />what is the most appropriate procedure to present our message. <br /> <br />Helen Gronli said the Senior Advisory Council support congregate dining at the FSC. <br /> <br />Alma Stephanchak feels senior programs and congregate dining should be located <br />within one facility because it is difficult for seniors to travel to two separate facilities. <br /> <br />Council Business <br /> <br />Fee Changes for FSC <br />Report 95-151 <br /> <br />Senior Programming <br />at FSC <br />Report 95-152 <br />
