<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 25, 1995 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Gunderman asked if any environmental studies have been performed on the site. <br />Locke said analysis has been performed by the owner, and the City has also <br />completed its preliminary analysis of the site and the entire phase two parcel. All <br />analysis performed so far has shown no contamination on the site. Locke noted that <br />in short of digging up the entire site. you're never absolutely certain that no <br />contamination has been found. but the City is going for a high degree of certainty. <br />Gunderman noted the importance that a thorough job be performed. Locke agreed, <br />and noted that Barr Engineering will perform the testing for the City. <br /> <br />Motion by Samuelson, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE PURCHASE AGREEMENT <br />AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE <br />IT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Locke presented the site plan review to construct a 11.678 sq. ft. <br />office/showroom/warehouse on a parcel bordered by 35W and Old Highway 8. <br /> <br />The applicant, Patio Enclosures, proposes to redevelop this one acre parcel on the <br />property which is the former Robinson Coach site currently owned by the City. <br /> <br />The building complies with I-I district and parking standards. The building would be <br />constructed with a solarium at the front entryway to be setback 41 ft., and the <br />building will be setback 50 ft. from the property line. The Planning Commission and <br />the Economic Development Commission highly recommends the proposal. <br /> <br />Samuelson asked if the site would contain attractive greenspace. Locke explained <br />that the way the building is setback from Old Highway 8 allows for a generous <br />amount of green space. and the area around the building will be landscaped. Staff is <br />comfortable with the landscape plan. <br /> <br />Rob Ryan, R. J. Ryan Construction. expects to submit a complete set of plans in a <br />few days, and anticipates ground breaking in about two weeks. <br /> <br />Jim Wilkerson, Patio Enclosures, has been welcomed by the New Brighton Chamber <br />of Commerce and is looking forward to the building's completion. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE LP-305 SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. GRADING AND DRAINAGE PLAN APPROVAL BY CITY <br />ENGINEER. <br />2. REPLACE RADIANT CRABAPPLE TREE WITH EITHER A PINK <br />SPIRE, RED SPLENDOR, OR SNOWDRIFT CRABAPPLE TREE. <br />3.
