<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 9, 1995 <br /> <br />Page 7 <br /> <br />Council Business. continued Council Business <br /> <br />Gunderman said the issue of park safety was recently discussed at the Public Safety Park Ranger <br />Commission (PSC) meeting. At the meeting, the PSC suggested the creation of a Park <br />Ranger position to supervise Hansen Park and Long Lake Parks on a part-time basis. <br /> <br />Park and Recreation Director Maurie Anderson analyzed possible costs for such a <br />position, and identified the use of an existing four wheel vehicle. Gunderman <br />supports this idea and requested Fulton to study and report back to Council. <br />Gunderman feels the position could be installed this summer on a trial basis. Benke <br />asked if the PSC would want to review the issue further. Gunderman noted that <br />summer is approaching and feels the issue should be studied as soon as possible. <br /> <br />Fulton feels a pilot program is worthwhile, but would need to locate funding. He <br />suggested the use of Police Reserves as a way to offset costs. <br /> <br />Samuelson asked what criteria will be required for this position. Gunderman said <br />criteria has not been determined, but recruitment could involve retired persons, <br />college aged youths, or Police Reserves. Fulton said specifics will need to be <br />determined, and the person should be able to operate a vehicle and deal with <br />enforcement situations. Samuelson feels this is a great idea and suggested the trial <br />period run June-August. Fulton will bring an overall analysis to the May 23 meeting, <br />but feels the PSC will need to formally discuss this issue. Williams prefers additional <br />detail, and asked who is responsible for the patrolling of Long Lake Park. <br />Gunderman confirmed that New Brighton polices Long Lake Park. <br /> <br />Motion by Gunderman" seconded by Williams, to REQUEST STAFF TO <br />INVESTIGATE THE IMPLEMENTATION OF A PARK RANGER POSITION <br />AND REPORT BACK TO COUNCIL ON MAY 23, 1995. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />Fulton provided an update to Council regarding Legislative issues. The property tax <br />freeze issue is still being discussed, and Fulton will keep the Council updated of the <br />outcome. In regards to tax base equalization, the Orfield Bill was approved by the <br />House, but the Novak companion bill was defeated by the Senate. Some updates <br />were made to statutory language for telecommunications, and more studies will be <br />performed on public access and municipal fees. <br /> <br />Part of the Omni-Bus Bill is the Sex Offender Release Notification which would <br />provide neighborhood notification based on crime significance and potential for <br />repeat offenses. Local police agencies will have discretion in regards to notification. <br /> <br />The Metro Livable Communities Act would provide incentives for encouraging <br />communities to put monies towards affordable housing and cleanup of polluted lands. <br /> <br />Benke congratulated Williams on his facilitation at the recent Urban Summit. <br /> <br />Announcement and <br />Updates <br /> <br />Legislative Update <br />
