Peterson said <br />Councilmember Williams suggested a change in methods used for future <br />assessments. Fulton feels this project is a good example for not applying a per lot <br />assessment because large portions of some lots drain into areas other than the <br />assessment area. Peterson feels the assessment policy should be changed and the <br />storm sewer was not needed. <br /> <br />There were no additional comments. <br /> <br />Motion by Gunderman, seconded by Samuelson, to CWSE TIlE HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING SPECIAL ASSESSMENTS FOR <br />THE STORM SEWER PORTION OF IMPROVEMENT PROJECT 92-8. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Sanitarian David Fridgen presented the SCORE Funding Grant Application and <br />Recycling Service Charge for 1995. <br /> <br />The City's annual application for recycling grant funds from the County requires <br />setting of the per household recycling charge. The combination of the 1995 fee of <br />$22.00 plus the SCORE Grant, provides funds to pay for collecting recyclables, <br />program promotion, program administration, and a 4% contingency. It is based on <br />a 9% projected increase in recycled materials. <br /> <br />New Brighton will receive $45,511 in 1995 SCORE grant funds, which is $45 less <br />than 1994. The $6.10 increase over last year's charge can be attributed to: the last <br />year household fee was artificially low because of a $10,251 surplus carryover; <br />there were no carryover of funds from this year's budget; the SCORE Grant was not <br />increased despite an increase in recycled materials; the anticipated tons of material <br />for 1994 will be 10-12% more than last year and an 9% increase is projected for <br />1995; and 120 households were added to the program. New Brighton's charge is <br />comparable with surrounding communities. <br /> <br />Samuelson asked how the carryover was derived. Fridgen explained that the 1994 <br />budget's positive carryover of $10,251 was derived from underspending in the <br />recycling budget for that previous year. Fulton said the curbside program is funded <br />by SCORE and the household recycling charge, the budget is based largely on the <br />amount of tonnage recycled. Samuelson noted that residents recycled more tonnage <br />than originally expected. Fridgen agreed that residents have increased recycling <br />tonnage tremendously, and new households have added to a larger increase than <br />expected.
