<br />Council Meeting Minutes <br />October 25, 1994 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE mE 1995 SCORE <br />FUNDING GRANT APPLICATION FOR RAMSEY COUNTY AND THE 1995 <br />CITY RECYCLING SERVICE CHARGE. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented the 1995 budget for the Lake Diane Restoration Project. <br /> <br />A meeting with Lake Diane residents was held to discuss the 1995 budget. Notices <br />were sent to 24 properties and five properties were represented. Those in <br />attendance agreed to $2,000 for excavation of a bog, $300 for aerator parts, and <br />$630 for electricity. A $239.75 balance will be carried over from 1994, so a <br />$2,766.25 levy is needed. In accordance with policy, the City would pick up 25% <br />of the cost or $690 and the remainder levied against the 24 shoreline lots. <br />Gunderman confirmed that all 24 property owners received notices. Proper had <br />received a few calls, but most residents were in agreement with the project. <br /> <br />Motion by Gunderman, seconded by Samuelson, to ALLOW PUBLIC <br />COMMENT ON PROPOSED 1995 BUDGEI' FOR mE LAKE DIANE <br />RESTORATION PROJECT; AND APPROVE GENERAL TAX LEVY OF $690 <br />AND SPECIAL TAX LEVY OF $2,075 AGAINST mE LAKE DIANE <br />TAXING DISTRICT FOR 1995 LAKE DIANE RFSfORATION PROJECT. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Emy Mattila presented the final PRD and final plat to construct 74 <br />townhouse units in the downtown area. <br /> <br />The proposal complies with the City's R-3B, PRD, subdivision, and parking <br />requirements. The proposal is a major step in the redevelopment of the downtown <br />and would replace older commercial buildings with residential buildings. <br />Landscaping will be an extension of the landscape and streets cape plan for 5th Ave. <br />One change on the final plat is the most westerly road which would be deadend at <br />the southwest comer of the development. It is recommended that additional <br />sidewalk be located along the southside entryway; and inclusion of emergency <br />vehicle access into the development. <br /> <br />Dan Jensen, Rottlund, said they plan to begin construction in late November, and <br />presented colored renderings of each floor design and landscape site plan. <br />Samuelson hopes that landscape maintenance will be of high priority. Jensen said 22 <br />units will be of the Row Villa style and the remaining will be Courtyard style. <br /> <br />Motion by Samuelson, seconded by Gunderman, to APPROVE mE FINAL PLAT <br />PL-211 AND PRD-S8, SUBJECT TO mE FOLWWING CONDITIONS: <br />1.
