I

I

I

Council Meeting Minutes
August 23, 1994

Page 3

Special Order of Business. continued

Williams questioned why there were no New Brighton participants in the Young
Fathers Program. Kay Andrews, Executive Director NWYFS, explained that the
Young Fathers program is difficult to market because many young fathers do not
wish to be visible or choose not to participate. NWYFS firmly believes in this
program. Williams feels this is a wonderful program.

Gunderman asked if any resident could receive assistance through employment
services. Andrews said any resident could receive assistance, but there is a charge
for services and there is a sliding pay scale. Ciernia noted that no one is turned
down from participating because of an inability to pay.

The 1993 income of $890,000 was received from: special events, donations, grants,
counseling fees, and miscellaneous. The 1993 expenses reflected costs from rent,
contract services, supplies, salaries and miscellaneous. The participating
municipalities provide about 20% of the total budget.

Williams offered a challenge to their municipal neighbors to match New Brighton's
contribution to the NWYFS.

A fundraiser will be held on September 14 which will include a dinner cruise.

Andrews noted that Benke was a founding member of the organization and deserves
much credit for the vision to move forward. NWYFS will move into their new
offices next year and a satellite facility will be opened at the Family Service Center.

Andrews noted the in-home counseling program where counselors meet with
families in their home and discuss parenting skills, household management,
budgeting, discipline, and other valuable skills.

Samuelson thanked the NWYFS staff for all their valuable work in the community.

Benke feels the NWYFS services are of great benefit to New Brighton residents.

Williams said the Family Service Center would provide for a more cooperative
relationship with the City and the NWYFS. Andrews agreed.

Consent Agenda

Report 94-197 - Appointment of election officials and Council meeting date change,
will be moved to the Council Business agenda.

Motion by Gunderman, seconded by Samuelson, to APPROVE THE CONSENT
AGENDA ITEMS AS FOLLOWS:

1.

CONSOLIDATED VOUCHERS: 059913-060171 FOR A GRAND
TOTAL OF $879,887.29.

2.

CONSIDERATION OF APPROVAL TO HOLD THE FIRST READING
AND WAIVE THE FIRST AND SECOND READING AND ADOPT
AN ORDINANCE AMEMDMENT TO REPEAL SECTIONS 5-136 AND
5~139 OF THE CITY CODE.

Special Order of
Business

NWYFS Presentation

Consent Agenda

Vouchers
Report 94-190

Amendment to City
Code ~ 5-136 & 5-139
Lawful Gambling
Report 94-191
