<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 24, 1994 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />With this option, the area in front of the City Well property and the homes at 584 <br />and588 Silver Lake Road would be widen an additional 6.8 ft. Both properties <br />were represented on the petition and the owner of 584 Silver Lake Road, Mr. <br />Harkins, initiated the petition. There is a possibility that additional ROW in front of <br />584 and 588 Silver Lake Road may be needed. However, there is hope that <br />straightening of the roadway may provide sufficient ROW without requiring <br />additional ROW in front of these homes. This option is actually 3 ft. narrower than <br />the current plan in front of 610 and 642 Silver Lake Road. The City's consultant, <br />SRF, has indicated that the center left turn section will not result in significant cost <br />increases or delays in the project. The lane section would not cause any tree loss. <br />Because the landscaping opportunities proposed for the median will be eliminated; <br />landscaping may be installed on the sides of the roadway if the residents desire. <br /> <br />The County views the center section as being equivalent to the current plan in terms <br />of safety, and does not anticipate problems in State or Federal funding approval. <br />The County verified the daily traffic counts as 17,000 in 1991 and 20,000 in 1993. <br /> <br />Proper verified that the mailing list utilized by the City included all addresses <br />between 5th and 7th St. The City's utility records show seven new residents on this <br />roadway segment within the last two years. <br /> <br />Benke confirmed that the County does not anticipate problems in regards to Federal <br />approval. Wayne Leonard, Ramsey County, said the County has made contact with <br />the Federal Government and was told that the change would be approved. <br /> <br />Samuelson supports the elimination of the median, and noted that a landscaped <br />median may have been difficult to maintain. Benke noted that the planned <br />landscaping could be moved to the sides of the roadway. <br /> <br />Darlene Fergey, 560 Silver Lake Road, feels that relocating the utility poles would <br />give a fair equity division of property loss between the east and west properties. <br />She would bear the brunt of the property loss due to being located on the west side. <br />She asked for clarification of the traffic control features proposed near Wexford <br />Heights, the status of the appraisal process, driveway turning radius arrangements. <br />snow removal and visibility issues. and future curbing location. <br /> <br />Proper said the utility poles were not a factor in the determining the road's locationo <br />Staff continues to meet with NSP to negotiate a lighting system along the roadway <br />which would help to clean up the appearance of the utility lines. The cost to <br />underground the utility lines was found to be exorbitant, but the new pole style <br />should help tremendously. He confirmed the road was split down the middle, and <br />that more ROW was taken off from the eastside. Fulton said staff met with NSP <br />today and will continue to determine the most attractive and cost effective option. <br /> <br />Larson asked if the poles could be moved further east and to the other side of the <br />sidewalk. Proper feels the design. changes provide for a much wider boulevard area. <br /> <br />Proper said the funding for the Windsor Green and 3rd St. (Wexford Heights) <br />signals have not been secured, but Council continues to request installation of those <br />signals.
