<br />Council Meeting Minutes <br />March 22, 1994 <br /> <br />Page 10 <br /> <br />Public Hearin!:. continued <br /> <br />The project includes the area generally south of 7th St., east of Silver Lake Road, <br />west of Hansen Park, and north of County Road E. Most of these streets were <br />constructed more than 25 years ago and the majority are in bad condition. <br /> <br />An informational meeting was held and staff received many favorable comments <br />from residents supporting the project. The project includes a mixture of both <br />bituminous and concrete curbing. The streets which currently have bituminous <br />curbing and involve curb replacement are: Inca Lane, 16th Ave., 15th Ave., and a <br />portion of 3rd St. The streets which currently have concrete curbing will either <br />involve a replacement or repair of the curbing. The road will remain the same <br />grade, but there may be some variations to correct drainage problems. Staff will <br />work with property owners to determine any removal of trees or landscaping. <br /> <br />Larson confirmed that the island on Fairfield will be retained. <br /> <br />Proper noted that a short piece of storm sewer will be installed on Inca and will be <br />connected into another project along 7th St. A piece of storm sewer will be <br />installed on Kiowa Ave. to replace an undersized pipe. The Bristol Avenue storm <br />sewer will be replaced with a larger pipe. Because a number of water services had <br />froze last winter, insulation will be applied to prevent future problems. <br /> <br />The total estimated project cost would be $1,120,950, and 312 lots are included in <br />the project. Properties with curb replacement will be assessed $1,137 per lot; lots <br />with curb repair would be assessed $814 per lot. If a larger lot is found to have the <br />ability to be subdivided in future, it may receive a higher assessment. Construction <br />should begin in June with completion in November. <br /> <br />The assessment hearing will be held August 1995; and any special assessments will <br />be levied to Ramsey County for payment over a 10 year period. The City has a <br />deferment policy for senior citizens. <br /> <br />Ray Kahl, 2040 Tioga Blvd, strongly supports the project. <br /> <br />Chuck LaRue, 1800 - 3rd St, asked if 3rd Street NW is scheduled for rehabilitation. <br />Proper noted that this area would be reconstructed sometime in the next 7 years. <br /> <br />Sue Brugler, Sioux Blvd, said her water service had froze this winter and asked that <br />the service be insulated during the reconstruction. Proper confirmed that the <br />insulation will be performed. She asked who would be assessed for improvements <br />for that area bordering Hansen Park. Proper said the total cost reflects an equal <br />distribution per lot in addition to the City's portion which will pick up 50-75% of <br />that cost. He confirmed there have not been assessments allotted to that portion. <br />Ms. Brugler feels the residents should not pay for any costs for that portion of <br />Hansen Park. Benke noted that the City picks up the assessments for areas such as <br />right~f-ways. Staff will research and provide recommendations at a later date. <br /> <br />Darwin Taylor, Inca Lane, asked his assessment rate. Proper noted that Taylor's lot <br />is oversized and City policy is that larger lots are applied an assessment which <br />reflects possible subdivisions and service stubs.
