Council Meeting Minutes March 22, 1994 Page 10 Public Hearin!:. continued The project includes the area generally south of 7th St., east of Silver Lake Road, west of Hansen Park, and north of County Road E. Most of these streets were constructed more than 25 years ago and the majority are in bad condition. An informational meeting was held and staff received many favorable comments from residents supporting the project. The project includes a mixture of both bituminous and concrete curbing. The streets which currently have bituminous curbing and involve curb replacement are: Inca Lane, 16th Ave., 15th Ave., and a portion of 3rd St. The streets which currently have concrete curbing will either involve a replacement or repair of the curbing. The road will remain the same grade, but there may be some variations to correct drainage problems. Staff will work with property owners to determine any removal of trees or landscaping. Larson confirmed that the island on Fairfield will be retained. Proper noted that a short piece of storm sewer will be installed on Inca and will be connected into another project along 7th St. A piece of storm sewer will be installed on Kiowa Ave. to replace an undersized pipe. The Bristol Avenue storm sewer will be replaced with a larger pipe. Because a number of water services had froze last winter, insulation will be applied to prevent future problems. The total estimated project cost would be $1,120,950, and 312 lots are included in the project. Properties with curb replacement will be assessed $1,137 per lot; lots with curb repair would be assessed $814 per lot. If a larger lot is found to have the ability to be subdivided in future, it may receive a higher assessment. Construction should begin in June with completion in November. The assessment hearing will be held August 1995; and any special assessments will be levied to Ramsey County for payment over a 10 year period. The City has a deferment policy for senior citizens. Ray Kahl, 2040 Tioga Blvd, strongly supports the project. Chuck LaRue, 1800 - 3rd St, asked if 3rd Street NW is scheduled for rehabilitation. Proper noted that this area would be reconstructed sometime in the next 7 years. Sue Brugler, Sioux Blvd, said her water service had froze this winter and asked that the service be insulated during the reconstruction. Proper confirmed that the insulation will be performed. She asked who would be assessed for improvements for that area bordering Hansen Park. Proper said the total cost reflects an equal distribution per lot in addition to the City's portion which will pick up 50-75% of that cost. He confirmed there have not been assessments allotted to that portion. Ms. Brugler feels the residents should not pay for any costs for that portion of Hansen Park. Benke noted that the City picks up the assessments for areas such as right~f-ways. Staff will research and provide recommendations at a later date. Darwin Taylor, Inca Lane, asked his assessment rate. Proper noted that Taylor's lot is oversized and City policy is that larger lots are applied an assessment which reflects possible subdivisions and service stubs.
