~

.I

~

,

~

January 25, 1994

Reference: Innsbruck Park Development

To Major Benki and to all city council members;

My name is Glenna Burleson, I reside at 2987 Bent Tree Hills Drive. My husband and
I, along with our four children moved to New Brighton in 1977. In the near twenty
years living in the city of New Brighton, we have owned three homes, put four children
through the Moundsview school district and at present I own and operate a small
business in the city of New Brighton.

Our particular piece of property backs up to the pond on the Northwest side of the park,
The reasons we purchased this piece of property was:
1.) For aesthetic value - overlooking the pond and trees would be mentally
relaxing and at the same time we would not be bothered by what was going on in the
park itself. When trying to get information about what would go into the
park, we were told that since it was such a small community park it
would most likely just be grass and trees with a possibility of Basketball
courts, soccer field and playground equipment. There would not be any
reason to put trails in.

2.) Privacy
With the pond and trees between our house and our neighbors to the south it would
give us a little more privacy.

Those of us who live on the west end of the park (from the pond - west) have a very
unique situation. The park owned property to the North, South and west sides of
the pond, is a corridor of only 20 to to 30 feet of park property sandwiched between
homes. The parks commission has recommended that there be a 8 foot asphalt road
put in the middle of this 20 to 30 foot piece of land. All of the residents of this area
have came tOQether and ask repeatedly that they reconsider this recommandation. My
personal concerns are:
The loss of aesthetic value ~ most people move by a park, golf course or
pond so that they do not have to look at cement or asphalt, but to enjoy the serenity of
nature, I feel that this is a concern both for my own piece of mind and also from that of
a resale value in the future. The plan for the parks department to plant a row of trees
and bushes is not much help. If you take a 20 foot piece of property and put
8 feet of asphalt down the middle, yoU have 6 feet on each side in which
to plant. The average tree is aoina to encroach on that path as it
matures.

What is the purpose of the path: I have been told that it is for the purpose of
walkino, ridinQ, skatino or whatever, as well as an entrance into the park.
