<br />Council Meeting Minutes <br />January 25, 1994 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />Benke suggested the installation of the north/south/east trail with a crushed rock <br />base, heavy landscaping, and possible tennis court and playground area installation <br />within the first year. He added that the budget needs to be evaluated and feels the <br />asphalt trail and westend extension should be delayed. Anderson said the 1994 <br />budget does not allow for tennis court construction; but there would be funding for <br />the pond's rock material, a north/south trail with crushed rock base and landscaping. <br /> <br />Anderson feels the traffic patterns could be reviewed and a decision could be made <br />later about the asphalt trail and the westend connection. Williams suggested that the <br />trail paving could be coordinated with other paving projects. <br /> <br />Bette Johnson feels that crushed limestone is not a good trail material because it <br />becomes very messy during rains. She feels the trail material should be consistent <br />throughout. Williams verified that the westend will retain the grass trail. Benke <br />said he suggested the crushed rock material as a temporary cost savings until the <br />decision is made to upgrade the trail. <br /> <br />Benke requested that staff and the Park Board revil!w any impacts on the plan and <br />budget and then inform Council of any problems within 30 days. <br /> <br />Motion by Benke, seconded by Williams, to APPROVE THE PROPOSED <br />INNSBRUCK PARK FlFIH ADDITION PARK PLAN WITH THE <br />FOLLOWING MODIFlCATIONS: REQUEST STAFF AND PARK BOARD <br />TO REVIEW THE DEVELOPMENT AND FINANCIAL CONSEQUENCFS <br />OF RESCHEDULING PARK IMPROVEMENTS TO PROVIDE FOR THE <br />INITIAL CONSTRUCTION OF A GRAVEL OR CRUSHED ROCK PATH <br />FROM BENT TREE IllLLS DRIVE EXTENDING SOUTHERLY AND <br />EASTERLY TO THE CONNECTION POINTS AT 27TH A VENUE AND <br />LINDEN DRIVE; EMPHASIZE EARLY COMPLETION OF THE <br />LANDSCAPING AND PLANTINGS; SECONDARILY, EMPHASIZE THE <br />DEVELOPMENT OF THE PLAYGROUND EQUIPMENT, BASKETBALL <br />AND TENNIS COURT AREAS; IN 1996, EXPAND THE TRAIL SYSTEMS <br />TO INCLUDE THE EAST/WEST SECTION TO BENT TREE lULLS DRIVE <br />AND ASPHALT ENTIRE TRAIL SYSTEM; AND IF AFFORDABLE, <br />PROVIDE FOR INCLUSION OF ROCK MATERIAL AROUND THE POND. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Gunderman verified that the landscaping will occur in stage one, and the tennis <br />court installation in the second year. Benke said the basketball court, playground <br />equipment, and tennis court are of higher priority than asphalt trails. <br /> <br />Anderson noted that staff will install abundant landscaping in the first year; and feels <br />the funding priorities should be revisited during the 1995 budgeting process.
