<br />Council Meeting Minutes <br />August 24, 1993 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />Larson asked if the Greenhaven loading vehicles would be stored inside. <br />Murlawski verified there would be no exterior storage requirements. <br /> <br />Williams said that in his opinion, Accurate presents the best design image <br />and is more appropriate for that corner. His statement is not a reflection <br />upon the Greenhaven project. <br /> <br />Rebelein noted concern of the Accurate project's uncertainty, and would be <br />in favor of the Greenhaven project. <br /> <br />Larson supports the Greenhaven project. <br /> <br />Benke said that ultimately the value of both buildings would be the same. <br />The Economic Development Commission reviewed the projects and feel the <br />Accurate proposal entails a better business park perspective. He realizes <br />that the Greenhaven project is tied to a tight timeframe, and hopes an <br />alternate site could be located. The decision is not easy, but he feels the <br />decision to support the Accurate proposal would have long term benefit and <br />value to the City. <br /> <br />Motion by Benke, seconded by Gunderman, to DIRECT STAFF TO <br />NEGOTIATE A DEVELOPMENT AGREEMENT WITH NORTHCO AND <br />ACCURATE COMPONENTS; AND WORK WITH BELAIR BUILDERS AND <br />GREENHA VEN PRESS TO NEGOTIATE ON AN ALTERNATE SITE AS SOON <br />AS POSSIBLE. <br /> <br />3 Ayes - 2 Nayes, (Larson and Rebelein), Motion Carried. <br /> <br />City Planner Erny Mattila presented the Site Plan, Variance, Nonconforming <br />Use Permit for E.M. Corporation. The applicant proposes to construct a <br />7,820 sq. ft. addition, and requests an 8 ft. setback variance on the street <br />side yard to match the 32 ft. setback of the existing building. <br /> <br />In 1979, the existing building was to be setback 40 ft. from the 30 ft. road <br />easement. However, the building encroached 5 ft. into a NSP easement, <br />and was required to be constructed outside the easement. The building <br />was moved and resulted in it being setback 35 ft. from the easement. The <br />development was approved without a variance, and now a nonconforming <br />use permit needs approval. <br /> <br />The addition requires an 8 ft. variance to align the building and setback 32 <br />ft. from the easement. The driveway serves several buildings and is not <br />constructed to standards or identified with a street name. The easement <br />and driveway are viewed as a public street for setback purposes because <br />the easement maybe upgraded with a public street as the property to the <br />west is developed. <br /> <br />The site plan locates a new off-street parking area including a 14 ft. wide <br />driveway between the transmission tower and the building.
