<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 23, 1993 <br /> <br />Page 1 0 <br /> <br />Council Business, continued <br /> <br />Mattila confirmed that adjacent residents were contacted and he has not <br />received any negative comments. <br /> <br />Motion by Larson, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING Sp.176 AND LP-270 SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF PERMIT BY RICE CREEK WATERSHED DISTRICT. <br />2. APPROVAL OF GRADING AND DRAINAGE PLAN BY CITY <br />ENGINEER. <br />3. COMPLY WITH REQUIREMENTS OF FIRE MARSHAL IDENTIFIED <br />UNDER "PROPOSED USE: FIRE." <br />4. CITY FORESTER TO APPROVE SPECIES, NUMBER AND LOCATION <br />OF TREES INSTALLED ALONG WEST SIDE OF ADDITION. <br />5. TRANSPLANT EXISTING TREE, SCHEDULED TO BE REMOVED, TO <br />THE SOUTHSIDE OF PROPOSED ADDITION. <br />6. PROVISION OF A BOND OR LETTER OF CREDIT COVERING 100% <br />OF THE COST TO INSTALL CURBING AND LANDSCAPING. <br />7. APPROVAL OF AND CONTINUING COMPLIANCE WITH SP-176. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented a preliminary plat and PRD to construct 7 two-family <br />homes in a Two Family Residential district. <br /> <br />The total site equals 6.9 acres and includes a land swap with the City <br />which the applicant obtains 38,440 sq. ft of previously dedicated park land <br />for construction of two.family homes. In exchange, the applicant dedicates <br />67,750 sq. ft of land for park use. The Innsbruck Park Third Addition also <br />incorporates a portion of previously dedicated park land, however, none of <br />this is credited towards the park land dedication. <br /> <br />The proposal complies with City zoning and subdivision ordinances. The <br />proposal would compliment the adjacent Innsbruck Park Estates 1 st and <br />2nd Additions, the B-1 district, and the professional office development. <br /> <br />Benke noted the proposal preserves access to the proposed new Linden <br />Drive by way of an easement across the west side of lot 1 5 which there <br />also would be direct access by the way of 27th Avenue. <br /> <br />Mattila said the off.street parking plan was created by a surveyor without <br />input from the developer or Park Director. The actual park design and off- <br />street parking is still under consideration by the Park Board. <br /> <br />Benke said previously an organization was interested in building housing for <br />handicapped individuals adjacent to this site. Childs said the City has not <br />received a formal proposal. Martin Harstad is unaware of such a proposal. <br /> <br />Mattila said the Park Director will be involved in the development of the <br />grading plan. The Park Board requested that the slope be graded in such a <br />way that it provide useful park land. <br /> <br />Council.
