However, the building's existing west wing is <br />setback 20 ft. from the front property line. The existing parking lot abuts <br />Co. Rd. H by its full width of 120 ft. and constitutes a violation of City curb <br />and drive width standards. Also, the parking lot does not have poured-in- <br />place concrete curbing. <br /> <br />Due to budget constraints and the above improvements not listed on the <br />1992 bond referendum, these nonconformities will be addressed in the <br />following manner: because the existing east wing cannot be moved, the <br />setback violation cannot be corrected; the existing parking lot will be <br />moved 30 ft. from the Co. Rd. H right-of-way; and installation of two curb <br />cuts and poured-in-place concrete curbing around the parking lot. <br /> <br />The service area located along Co. Rd. H. allows for electrical service <br />equipment and dumpsters to be located adjacent to Co. Rd. H. Because of <br />this, the City should require the dumpster area be improved from a chin link <br />fence to a brick screen. <br /> <br />As a condition of approval, a letter of a credit would be by the City until the <br />concrete curbing, setback area and the curb cuts are installed. <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE RESOLUTIONS APPROVING SP-175 AND NC-91; AND <br />APPROVE LP-271, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. GRADING AND DRAINAGE PLAN TO BE APPROVED BY THE CITY <br />ENGINEER PRIOR TO CURBING BEING INSTALLED IN 1994. <br />2. APPROVAL OF INSTALLATION OF CURB CUTS IN 1994 BASED ON <br />PRIOR APPROVAL BY RAMSEY COUNTY AND THE CITY PLANNER. <br />3. INSTALLATION OF A BRICK DUMPSTER ENCLOSURE TO MATCH <br />BUILDING. <br />4. APPROVAL AND CONTINUING COMPLIANCE WITH SP-175 AND <br />NC-91 . <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented an application for site plan review and special use permit <br />to construct an 18,775 sq. ft addition onto Belair Elementary School to <br />provide additional classroom and library space for the school.
