<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 23, 1993 <br /> <br />Page 1 1 <br /> <br />Council Business. continued <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION GIVING PRELIMINARY APPROVAL TO PL-202 <br />AND PRD-56. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented the temporary increase of commission members on the <br />Environmental Ouality Commission (EOC). <br /> <br />An additional member was inadvertently appointed to the EOC making a <br />total of 10 commissioners, City code provides for a 9 member commission. <br />It would be difficult to remove one of the members at this time, therefore, <br />it is suggested that if a vacancy occurs, it will not be filled. <br /> <br />Gunderman, EOC Representative, said the members generally agree with <br />the recommendation and feel that reverting back to 9 members is correct. <br /> <br />Williams suggested naming one commissioner to an alternate position. <br />Gunderman feels the EOC has many projects to discuss this year and feels <br />naming an alternate may not be correct at this time. <br /> <br />Motion by Gunderman, seconded by Williams, to ACKNOWLEDGE THE EaC <br />IS CURRENTLY COMPOSED OF TEN MEMBERS; AND WILL REMAIN UNTIL <br />TERM EXPIRATION OR UNTIL A MEMBER CAN NO LONGER SERVE THEN <br />IT WILL REVERT TO NINE IN ACCORDANCE WITH CITY CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Gunderman question the validity of certain parties who request merchant, <br />solicitor or peddler licenses in the City. He suggested a review of the <br />licensing policy of ordinance 114. <br /> <br />Rebelein said Gunderman's suggestion is an excellent idea and the review <br />should start immediately, but feels the Blue Bell Ice Cream application <br />should be approved at this time. <br /> <br />Benke questioned if it is legally correct to prohibit certain businesses to <br />solicit in the City. <br /> <br />Childs said the CSC could be directed to review the issue. <br /> <br />Williams suggested some sort of reference check on those who are <br />employed by companies who solicit or peddle in the City, and requested <br />checks for those employed by Blue Bell Ice Cream.
