The plan appears to comply with the special use standards. <br /> <br />The Planning Commission recommends approval of the request. <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION MAKING FINDINGS OF FACT AND <br />DESIGNATING THE 900 LONG LAKE ROAD SITE AS AN AREA OF SPECIAL <br />CONTROL AND APPROVING SPECIAL USE PERMIT, SP-174. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented an application for site plan review to construct a 109,240 <br />sq. ft. building for Remmele Engineering. <br /> <br />The proposed office/manufacturing building and off-street parking areas <br />would comply with the standards of the City's 1-3 and Parking Ordinance. <br /> <br />The proposed plan is a scaled down version approved in 1989. The <br />Armstrong Rigging site is not included as part of the proposed site plan as <br />was the case in 1989. <br /> <br />Due to the 16 ft right-of-way acquisition along Co. Rd. E, the location of <br />the building should be relocated 10ft further to the south to allow for <br />additional green area between the future expansion and Co. Rd. E. <br /> <br />The Ramsey County Plan calls for a 99 ft. wide right.of-way along Co. Rd. <br />E and Old Hwy 8 to achieve the recommended width, 16ft of additional <br />right-of-way would be dedicated along Co. Rd. E and 10ft of additional <br />right-of-way would be dedicated along Old Hwy 8. <br /> <br />LeFevere asked if a condition of approval should be added which refers to <br />the provision of satisfactory proof of parking requirements. Mattila noted <br />that the project requires 281 parking stalls, the application proposes 243 <br />stalls and 121 proof of parking which provides compliance with City <br />standards. Remmele guarantees that there will be adequate parking when <br />the future expansion is considered. <br /> <br />Tom Donaville, Remmele, said the current vegetation on the west side <br />should work well with additional landscaping. Williams feels that because <br />the new trees will take about 10 years to fill out, he suggested planting <br />temporary, faster growing trees to provide screening. Williams feels the <br />trees should be planted closer to the building and the City Forester could <br />assist with their placement. Mr. Donaville will investigate this option. <br /> <br />Mr. Donaville said that when the 54,000 sq. ft. addition is constructed, <br />there will be enough parking space to meet the City's requirements. <br /> <br />Williams agrees with the access plans proposed in the current version. <br /> <br />Council Business <br /> <br />Opus Corp.
