<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 13, 1992 <br /> <br />Page 4 <br /> <br />Public Hearina. continued <br /> <br />Motion by Gunderman, seconded by Larson, to CLOSE THE HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 7:54 p.m. <br /> <br />Motion by Gunderman, seconded by Rebelein, to APPROVE A GENERAL <br />TAX LEVY OF $200 AND A SPECIAL TAX LEVY OF $600 AGAINST THE <br />LAKE DIANE TAXING DISTRICT FOR THE LAKE DIANE RESTORATION <br />PROJECT FOR 1993. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Kelley presented an application for a lawful gambling license from the Tri- <br />City American Legion. <br /> <br />In 1991, the State Gambling Control Board revoked the Legion's license for <br />one year, Presently, the Legion has met the conditions required by the <br />Board and now has requested a new license. <br /> <br />Kelley said the Legion was involved in undercover cigarette and liquor sting <br />operations, which had negative consequences. Also, their City water bill is <br />in arrears. <br /> <br />Richard Johnson, Legion Club Manager, said to curtail future problems with <br />the cigarette vending machines, one machine was removed and the other <br />was fitted with an electronic device which requires the bartender to card <br />the person before purchasing cigarettes. <br /> <br />Also, a waitress was fined for serving liquor to a minor, She did check <br />identification, but misread the date and served liquor to a 20 year old. <br />Now, all servers are required to attend a state approved training program, <br />and the working areas are posted with the exact dates a person can be <br />served liquor. The Legion is working hard to take corrective actions so that <br />this does not happen again. <br /> <br />Williams commended the Legion for their remedial efforts. <br /> <br />Larson suggested the placement of a sign near the front door stating that <br />anyone under 30 years will be carded. Mr. Johnson will look into displaying <br />such a sign, and verified the water bill will be paid. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE APPLICATION BY THE TRI- <br />CITY AMERICAN LEGION TO CONDUCT LAWFUL GAMBLING AT 400 OLD <br />HIGHWAY 8. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Public Hearina <br /> <br />Lake Diane <br />Restoration Project <br />Report 92-230 <br /> <br />Council Business <br /> <br />Tri-City Legion <br />Gambling License <br />Report 92-231 <br />Resolution 92-114 <br />
