<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 11, 1992 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Council authorized the project, but requested staff to investigate the <br />feasibility of a 30 inch pipe versus the proposed 27 inch pipe. The <br />additional cost to extend the 30 inch pipe would be $2,500 which the City <br />would pay. The City bid the contract with an add on to substitute 30 inch <br />pipe for 27 inch pipe. <br /> <br />Five bids were received and the low bid came from Frattalone Excavating <br />for $69,330.30. This is a good bid and is close to the City's estimate. <br /> <br />Rebelein asked why special assessments have been certified to Ramsey <br />County for collection with real estate taxes. Proper said the improvement <br />and assessment hearings were held simultaneously to allow the appeal <br />period to expire before proceeding with the bids. This was done to insure <br />that the assessments would be in place for the project. <br /> <br />In Proper's opinion, the 27 inch pipe is sufficient enough to handle the <br />runoff in that area, and he does not recommend the larger pipe. <br /> <br />Proper said Frattalone Excavating has not had a contract with the City, but <br />staff is very familiar with their work on private projects. Their equipment <br />is in excellent working order and staff is comfortable with their expertise. <br /> <br />Gunderman favors the installation of the 30 inch pipe, and feels it is better <br />to spend $2,500 now than fix a more expensive problem in the future. <br /> <br />Williams supports the 30 inch pipe in this case, but feels Council should not <br />make a precedence in the approval of oversized projects. He noted that in <br />most cases, the City's engineering calculations have been correct. <br /> <br />Motion by Gunderman, seconded by Larson, to AWARD THE BID FOR <br />PROJECT 92-2, OAKWOOD DRIVE STORM SEWER, TO F.M. FRATTALONE <br />EXCAVATING IN THE AMOUNT OF $69,330.30; AND APPROVE THE 30 <br />INCH PIPE, WHICH WILL BE PAID BY THE CITY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented the bid for the 1992 Street Sealcoating, curbing and <br />sidewalk repair. The only bid received was from Allied Blacktop Company <br />in the amount of $50,847.99. Allied specializes in sealcoating and has <br />done the majority of sealcoating in New Brighton over the past 20 years. <br /> <br />The streets to be sealcoated lay north of 1-694 and west of Silver Lake <br />Road. Streets sealcoated in the last 7 years will not be done. North <br />lnnsbruck Drive will not be sealcoated because major work will be <br />performed next year.
