<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 9, 1992 <br /> <br />Page 4 <br /> <br />Public Hearina. continued <br /> <br />Proper noted the current problems associated with the 7th St. storm sewer, <br />which in an attempt to save costs many years ago, resulted in a very <br />unsatisfactory project. He feels it would be unwise to go with the alternate <br />plan, and recommends the Option A assessment method. <br /> <br />Gunderman asked if the condominium catch basin could handle the parking <br />lot runoff. Proper said because the road is crowned, the runoff stays on <br />the parking lot's south side and is picked up by a different system. The <br />Comprehensive Drainage Plan stated this system is adequately sized. <br /> <br />Rebelein noted that residents whose assessments were originally over $500 <br />would benefit from Option A. <br /> <br />Roger Westlund, 1823 Sky High, said the last time the 3rd St. area saw <br />improvements which contributed to runoff was the park's temporary tennis <br />courts in 1980. He doesn't understand the project's urgency and feels <br />previous Councils should have required the developer to install a drainage <br />system. He asked the timeline for installation of a City wide utility fund. <br /> <br />Williams said there are people who are recipients of this runoff that would <br />disagree with Mr. Westlund's comments regarding the project's urgency. <br /> <br />Proper said the 3rd St. homes have added more runoff, but those lots paid <br />for part of the system. <br /> <br />Williams reiterated that tonight's discussion should concentrate on current <br />problems, rather than speculate on previous City actions. He noted that <br />Proper's proposal suggests the City absorb an additional $9,000. <br /> <br />Bob Simmer, 1831 Sky High, supports staff recommendation and option A. <br /> <br />George Zurbay, 1801--3rd St" said his yard will be damaged during <br />construction, and asked if the sod will be replaced. He opposes the <br />alternate plan and drainage basin, but supports Option A and an utility fund. <br />He added that Silver Oaks Park is neglected. Proper said according to City <br />policy, a contractor is required to replace a lawn with three or more inches <br />of black dirt and maintain it for 30 days. <br /> <br />City Attorney Charlie LeFevere said other cities adopted storm sewer utility <br />funds and found taking these costs out of the general fund levy and <br />collecting funds as a utility bill enable them to provide the same service. A <br />city could collect the fee from utility customers as a storm sewer utility fee <br />or a city-wide tax. <br /> <br />City Manager Dave Childs said staff is researching and will present 8 <br />recommendation to Council on the fund. If Council adopts the policy, it <br />would take several months to calculate the users fee. <br /> <br />Walter Martin, 2439--17th Ave, paid assessments in 1988 and 1992, and <br />feels the current policy should remain.
