I

I

I

Council Meeting Minutes
June 9, 1992

Page 5

Public Hearina. continued

Williams noted that policy states that the City picks up costs for
improvements to existing systems, not new developments.

Rebelein feels the fund could include adjustments for past assessments,
and suggested the Financial Advisory Board analyze its feasibility.

There were no additional comments from the audience.

Motion by Larson, seconded by Gunderman, to CLOSE THE HEARING.

4 Ayes - 0 Nayes, Motion Carried.

Hearing was closed at 8:50 p.m.

Gunderman asked the feasibility in replacing the 27 inch pipe with a 30 inch
pipe. Proper said the cost difference is about $3/per foot, or an additional
$2,000-3,000. Proper said it is more feasible to increase the 30 inch pipe
to 33 inches at the low point. Gunderman feels it is better to overbuild a
system, than spend future resources. Larson suggested, with Council
approval, the additional amount be borne by the City.

Williams noted the only undeveloped area in the system is Silver Oaks Park.
Proper said the park was calculated at the residential drainage rate, and
feels a 27 inch pipe can handle any future improvements.

Gunderman asked the maximum size of the park's drainage basin. Proper
noted that the basin was included in the alternate plan and its size depends
upon how it is positioned.

Proper said the proposed plan provides for a 10 year storm, and the building
of the 30 inch pipe at the low point provides for safety. During a 25 year
storm, the drainage would be run into the street area.

Larson requested examination of the 30 inch pipe which would run up to
3rd St.; and which additional cost would be borne by the City.

Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND
ADOPT THE RESOLUTION ORDERING IMPROVEMENT PROJECT 92-2,
OAKWOOD DRIVE STORM SEWER.

4 Ayes - 0 Nayes, Motion Carried.

Public Hearina - Report 92-136 - 8:58.9:00 p.m.

Proper presented the proposed assessments for storm sewer improvements
on Oakwood Drive.

Staff recommends Option A. which includes a $500 cap, with a minimal
assessment of $202.43. The assessments will run over 10 years with 8%
interest. Property owners will have 30 days to prepay, after which time,
the assessment will be certified to Ramsey County.

Public Hearina

Storm Sewer
Improvement -
Oakwood Drive
Report 92-136
Resolution 92-061
Resolution 92~062
