<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 9, 1992 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Council walked the roadway and observed issues relating to right-of-way, <br />traffic safety, sight visibility, drainage, aesthetics, cost and other issues. <br /> <br />It appears to be in the City's best interest to retain an independent <br />evaluation of the plan. The City received a proposal from Strgar-Roscoe- <br />Fausch to perform an evaluation and recommend a number of alternatives. <br />The evaluation costs would be $12,000 and borne by the City. <br /> <br />Rebelein asked the timeline of the evaluation. Childs said the study should <br />take several weeks to complete. <br /> <br />Childs said because the project cost is estimated at $3 million, it is <br />important to evaluate issues before making a decision on the project. The <br />study is an important investment needed to make an informed decision. <br /> <br />Motion by Gunderman, seconded by Larson, to RETAIN STRGAR~ROSCOE. <br />FAUSCH, INC. TO PERFORM AN INDEPENDENT EVALUATION OF THE <br />RAMSEY COUNTY SILVER LAKE ROAD UPGRADING PLAN. <br /> <br />4 Ayes. 0 Nayes, Motion Carried. <br /> <br />Proper presented the purchase of a replacement dump truck. <br /> <br />In 1991, the City substituted two small one ton four-wheel drive trucks for <br />one 32,000 dump truck for snow plowing and street maintenance. These <br />vehicles are less costly, have greater maneuverability and more practical for <br />street patching. The first one-ton was purchased and met expectations, <br />however, it was not able to plow the heavy snow. Because of this, staff <br />feels a full-size dump truck should be used in these circumstances. <br /> <br />Staff recommends the next dump truck be a tandem axle which hauls three <br />times the volume of single axle dumps. A tandem axle truck is more costly <br />and less maneuverable than a single axle, and is best suited to an area with <br />few curves and cul-de-sacs. In the future, the 1976 tandem axle truck <br />would be replaced with a single axle, <br /> <br />Motion by Gunderman, seconded by Rebelein, to APPROVE PURCHASE OF <br />TANDEM AXLE CAB AND CHASSIS FROM BOYER FORD IN THE AMOUNT <br />OF $53,299; AND THE DUMPBOX AND HYDRAULICS FROM CRYSTEEL <br />EQUIPMENT, INC. IN THE AMOUNT OF $11,290 UNDER THE <br />WASHINGTON COUNTY EQUIPMENT BID. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented the second reading of the liquor ordinance amendment. <br /> <br />Several merchants petitioned for a City code amendment to allow additional <br />off-sale licenses.
