The traffic <br />would have a negative impact on the properties along the route. <br /> <br />The Planning Commission held a public hearing which both Columbia <br />Heights and New Brighton residents voiced opposition to the permit. The <br />Planning Commission recommends denial of the permit. Gunderman <br />questioned the monitoring process and recommends denial of the permit. <br />Mattila said New Brighton would receive no benefit by allowing the <br />activity, and he is unaware of previous fill being deposited. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION DENYING SP~166. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Mattila presented a special use permit and site plan review to construct an <br />18,700 square foot two story building on the United Theological Seminary <br />site, 5th St. and Stinson Blvd. <br /> <br />The proposal complies with the 1986 master plan and zoning ordinance. <br />Because a parking overflow problem does not exist and no new services <br />will be offered, the current off-street parking area will not be expanded. <br /> <br />The Planning Commission held a public hearing which residents noted <br />concern regarding rezoning. Mattila verified that the request does not <br />involve a rezoning and the building plan complies with zoning ordinance. <br /> <br />Benjamin Griffin, Seminary President, said of the 40 acres purchased in <br />1960, all but 11 acres have been returned to the taxroll. The students, <br />faculty and staff have not increased, but more library space is needed. <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION APPROVING SP.168; AND APPROVE LP- <br />261 SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. CITY ENGINEER'S APPROVAL OF FINAL GRADING AND <br />DRAINAGE PLANS. <br />2. RCWD PERMIT APPROVAL IF REQUIRED. <br />3. WORK WITH FIRE DEPARTMENT TO ESTABLISH EMERGENCY <br />VEHICLE ACCESS AROUND PROPOSED BUILDING. <br />4. CITY PLANNER APPROVAL OF A LANDSCAPE PLAN SHOWING <br />LANDSCAPING ALONG THE EAST SIDE OF PROPOSED BUILDING. <br />S.
