Council may
designate an area of special control and special use permit which allows
for more or less restrictive sign standards.

The plan allows each tenant to display their business name on the
building's north side. If a tenant occupies 50% or more of the floor area,
an additional wall sign may be displayed on the east side. Each wall sign
would be a maximum of 24 inches high, with a matte white finish.

Staff feels the plan allows for complimentary signage to the existing
buildings. The Planning Commission recommends approval.

Bob Worthington, Opus Corporation, said the proposed signage plan is
consistent with other Opus developments around the Metro Area.

Motion by Rebelein, seconded by Williams, to WAIVE THE READING AND
ADOPT THE RESOLUTION MAKING FINDINGS OF FACT AND
DESIGNATING LOT 4, BLOCK 1, BRIGHTON CORPORATE PARK AS AN
AREA OF SPECIAL CONTROL AND APPROVING SP~167.

4 Ayes ~ 0 Nayes. Motion Carried.

Finance Director Margaret Egan and Childs have been meeting with Walt
Witzke, a City resident, who had studied alternative arrangements for the
Minnesota Presidential Primary.

A current law allows cities with 20,000 or less population to consolidate
their precincts into one polling place. To make a change, a city is required
to give 30 day pUblic notice. A recently introduced bill to the Legislature
would possibly extend the consolidation privileges to other cities.

Staff proposes to consolidate the six precincts into two polling places.
Being that Interstate 694 is a natural north/south divider, Christ the King
Church and Salem Baptist Church would provide the preferred locations.

The City's only primary cost is to pay election officials and requires an
outlay of about $3,000, supplies and ballots are paid by the State. The
consolidation represents a possible $2.000 savings. However, additional
judges will be needed and public notification of the change is required. All
this would bring the savings down to $1,000. Notices will be placed in
the New Briahton Bulletin. the City Park and Recreation Newsletter, and
Cable Channel 16. Benke said proper notification is most important.

Precincts two, six and four would vote at Salem Baptist Church; precincts
one. three and five would vote at Christ the King Church. At the polls,
voters will receive a card reminding them to vote at their polling place of
origin for the November election.

Walt Witzke, 771 Emerald Drive. said the Secretary of State position is
neutral in regards to the bill. A recent special election in Eden Prairie
which consolidated 11 precincts into one and was quite successful.

C,Quncil Business

Sign Plan for Opus
Corp.
Report 92~056
Resolution 92~20

Presidential
Primary Polling
Places
Resolution 92-21
