<br />I <br /> <br />1 <br /> <br />1 <br /> <br />Council Meeting Minutes <br />September 24, 1991 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />On April 18, Mattila received a letter from the Minnesota Civil Liberties <br />Union (MCLU) requesting the City amend its current sign ordinance to <br />bring it into compliance with current constitutional standards established <br />in 1990 by the Minnesota Court of Appeals. <br /> <br />Staff developed an amendment and sent it to the MCLU and the resident <br />to review. MCLU deemed it to be within the constitutional requirements. <br /> <br />The proposed ordinance would amend sections 9-010, 9-030, and 9-040 <br />and add a new section 9-180. <br /> <br />The standards list non-commercial opinion signs identical to Campaign <br />signs, except opinion signs must be located at least 5 feet from other <br />private property and may be displayed indefinitely. <br />Campaign signs may be placed no closer than seven feet from a paved <br />portion of a street. Registered candidates and campaign managers are <br />given copies of the ordinance. <br /> <br />Motion by Rebelein, seconded by Larson to WAIVE THE READING AND <br />GIVE A FIRST READING TO THE ORDINANCE AMENDING THE NEW <br />BRIGHTON SIGNS ORDINANCE BY ALLOWING FOR NON-COMMERCIAL <br />OPINION SIGNAGE. <br /> <br />5 A yes - 0 Nayes, Motion Carried <br /> <br />City Engineer Les Proper presented for consideration a resolution <br />supporting designs for safety improvements on Silver Lake Road. <br /> <br />Ramsey County requested the Councils of New Brighton and St. Anthony <br />to adopt resolutions of support for the latest plan and design for the <br />improvements to Silver Lake Road between Silver Lane and 1-694. The St. <br />Anthony Council adopted a resolution on September 10. <br /> <br />Rebelein cannot support the resolution and does not believe the County <br />has adequately addressed problems regarding the pond and adjacent area <br />on the east side of Silver Lake Road, south of County Road E. <br /> <br />Benke noted the plan is preliminary and much work is needed before the <br />final design is approved. <br /> <br />Williams expressed dissatisfaction of the uncompleted County Road E <br />reconstruction project which the length of time has caused great <br />inconvenience to residents. He will vote against any County <br />improvements to Silver Lake Road which do not offer the City some sort <br />of financial guarantee that the project is finished on time and according to <br />specifications.
