<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />September 24, 1991 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION SUPPORTING A PUBLIC HEARING ON THE <br />DESIGN FOR THE SAFETY IMPROVEMENTS ON SILVER LAKE ROAD <br />BETWEEN SILVER LANE AND 1-694. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented for consideration the budget levy for the Lake Diane <br />restoration project. Proper met with Lake Diane residents to discuss the <br />1992 work plan and budget. Because of an oversight, the 1990 tax levy <br />of $3,200 had not been collected and caused the current project fund to <br />be $1309.73 in the red. The residents asked the error be rechecked <br />because they thought it had appeared on their tax statements. <br /> <br />Assuming the $3,200 was collected, the residents approved a zero <br />budget. There would be a positive carry-over from 1991 of $1,890.27 for <br />1992. They also approved a $2,500 budget for 1992, if the $3,200 had <br />not been collected, which would provide a positive balance of $1,190.27 <br />in the fund. <br /> <br />It was found the 1990 budget of $3,200 was not levied, and the amount <br />on the tax statement was the combined levies of several other special tax <br />district. <br /> <br />In accordance with the City's new Lake Restoration Policy, the City would <br />pick up 25% of the project cost of $625 and the remainder of $1,875 <br />would be levied against the Lake Diane special taxing district consisting of <br />the 24 shoreline lots. <br /> <br />LeFevere is in concurrence with the proposal and Proper said the City has <br />not received appeals from the 24 landowners. The 24 landowners were <br />mailed a copy of the staff report. <br /> <br />Motion by Williams, seconded by Larson, to ALLOW PUBLIC COMMENT <br />ON PROPOSED 1992 BUDGET FOR THE LAKE DIANE RESTORATION <br />PROJECT; AND WAIVE THE READING AND ADOPT THE RESOLUTION <br />APPROVING A GENERAL TAX LEVY OF $625 AND A SPECIAL TAX LEVY <br />OF $1.875 AGAINST THE LAKE DIANE TAXING DISTRICT FOR THE 1992 <br />LAKE DIANE RESTORATION PROJECT. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Motion by Rebelein, seconded by Williams, to APPOINT COUNCILMEMBER <br />GUNDERMAN AS REPRESENTATIVE TO THE ISO NO. 282 <br />SUPERINTENDENT/BUSINESS MANAGER SEARCH TASK FORCE. <br /> <br />5 Ayes - Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Silver Lake Road <br />Improvements <br />Report 91-205 <br /> <br />Lake Diane Tax <br />Levy <br />Report 91-206 <br />Resolution 91-92 <br /> <br />Representative to <br />Superintendent <br />Selection Task <br />Force <br />Report 91-207 <br />
