<br />Page 8 - August 22, 2006 New Brighton Council Minutes <br /> <br />. <br /> <br />Re-alignment of the northern entrance road. <br />Incorporation of an additional infIltration basin at the south end of the <br />site. <br />Relocation of a storm-water pond at the north end of the site to the east <br />side of Old Highway 8. <br />Revised street sections for all three entrances into the development to <br />accommodate right turn lanes that will address future traffic demands <br />(suggested as part of a traffic study). <br /> <br />I: <br /> <br />. <br /> <br />An outline of the Final PUD was displayed, it was explained that the entire PUD <br />would occur in five phases, with completion in 2011. <br />The comprehensive sign plan was outlined. <br />Conncll Member Doffmg questioned if existing organizations would be governed <br />under this comprehensive sign plan. <br />Ms. Gundlach stated that this comprehensive sign plan was induded in the code <br />that pertains to redevelopment. <br />Conncll Member Bauman questioned if there would be three different signs. <br />Ms. Gundlach explained the variation in each of the three signs. <br />Conncll Member Hoffman requested to see the building materials to be used. <br />Staff displayed models of proposed building materials. <br />Theresa Greenfield, Director of Land Development with Rottlund Homes <br />introduced Chris Winters-Sherman Associates, Tom Hanington and John Horn <br />Ith Kimley-Horn and Associates, Inc. <br />s. Greenfield explained the exteriors would be constructed with Hardi-plank or <br />imilar siding and 30% brick. <br /> <br />Motion by Council Member Hoffman, seconded by Council Member Bauman to <br />Waive the reading and adopt the attached Rezoning Ordinance as well as the <br />Resolution approving the final PUD, Final Plat, and Special Use Permit subject to <br />conditions. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />10. Consideration of approval of Change Order No. 1 and partial payment <br />No.3 for Project 06-1, NWQ-Phase 1 grading improvements. <br />Report No. 06-184 <br /> <br />Conncll Member Doffing stated her disapproval of a large dollar amount item as a <br />consent item, stating she felt an explanation should be given. Grant Wyffels, <br />1 Director of Public Works outlined the 5 items included in the total amount. It was <br />stated that a future savings of $400,000 was expected in the first item. <br />Upon digging at the site, additional conditions were uncovered. <br />Conncll Member Doffing questioned the reason for not knowing what was under <br />the surface. Mr. Wyffels explained that there were appliances nncovered that the <br />City was not aware of. Soil testing also did not show all of the muck needed to be <br />extracted. Council Member Doffing questioned our ability to go back to the prior <br />owner, and if there were any terms that was included. in the purchase. <br />Mr. Fernelius stated it was his understanding that the appliances discovered were <br /> <br />10.
