Consideration of changing City elections to lIeven-numbered" years. <br />There is not a report for this item. Item was presented at tonight's <br />meeting by Conncll Member Doffmg. <br /> <br />Eouncil member Doffing distributed document from Minnesota Statute regarding <br />unicipal Elections. Ms. Doffing stated a budget work session was held, Conncil <br />embers voiced a strong interest in extending terms from holding an election in <br />2007 to holding an election in 2008 to incur a savings of $13,000. The three <br />affected candidates would be Conncll Member Hoffman, Council Member Burg <br />and Mayor Larson. Conncil Member Doffing stated this was the first she has <br />heard of the majority of the council suggesting this, and she strongly disagrees <br />with this practice. Upon confinnation with the Minnesota Office of the Secretary, <br />fmding this would be acceptable. Conncil Member Doffing suggested holding the <br />election in 2006 instead of 2008, Council Member Doffing encouraged holding an <br />election in 2006, reducing the terms of the three by one year. This decision would <br />need to be made at this meeting in order to meet the filing date of August 31 st <br />through September 12th. <br />Conncil Member Burg stated she did not recall suggesting extending her term. <br />Her recollection was to have staff look into the possibility of changing the election. <br />Council Member Burg stated she took issue for being accused of asking to extend <br />her term. <br />Council Member Hoffman also corrected Council Member Doffing, stating it was <br />her suggestion to have 2 of the Council positions to run in 2007 for three year <br />terms, along with extending the Mayors term for one year. Conncil Member <br />Hoffman stated she never did say IIExtend my term." And expressed objection to <br />~nncil Member Doffing saying she said that. <br />e Mayor stated that 240 days are required after the passing and the publication <br />of an Ordinance changing the election year. <br />With the election coming in November, the 240 clay rule could not be met. <br />The City Attorney stated there are two deadlines, the first being June 1 st, which <br />has passed, the other being that the ordinance has to be in effect for 240 days, <br />allowing for a reverse referendum in 180 days. Mr. LeFevere stated neither of the <br />condition could be met at this time for a 2006 election. <br /> <br />11.
