<br />COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to due call and published notice thereof, a special meeting <br />of the New Brighton City Council was held at 7:30 p.m. June 27, 1974 <br />in the Municipal Building Council Chambers, 803 5th Avenue N.W., <br />New Brighton, Minnesota <br /> <br />Presen t : <br /> <br />Mayor Gayle C. Bromander, Councilmen Donald Anderson, <br />Gene Fisher, Paul Rebelein. Absent Diana Eagon <br /> <br />Also <br />Present: <br /> <br />Thomas F. Lewcock, City Manager; Perry W. Copeland, City <br />Attorney; James J. Kleinschmidt, City Engineer; <br />Vernon C. Pederson, Clerk-Treasurer <br /> <br />Public Hearinq - Upqradinq of Old Hiqhwav 8 <br />Attorney stated hearing was properly called. <br />Mr. Wayne Leonard, Ramsey County Design Engineer, <br />presented the proposed final plan for the upgrading <br />of Old Highway 8 from Second Street N.w. to <br />Minnesota Transfer Railroad Bridge. <br /> <br />7:30 <br /> <br />Motion by Rebelein, seconded by Anderson to receive <br />letter from Dr. S.C. Witter, Superintendent of <br />Mounds View Public Schools, dated June 19,1974 <br />4 ayes - 0 nayes - carried <br /> <br />Mr. Richard Clague, 621 School Board Member, <br />clarified the Board's position explaining that <br />they were opposed to any arrangement directing <br />traffic down Old Highway 8 because it could <br />create a safety problem and also potential costs <br />to the District for fencing. <br /> <br />He expressed concern with any increased drainage <br />problem on the school property. <br /> <br />Mr. Larry Eickhoff, Principal of the New Brighton <br />Elementary School, stated that there were no plans <br />for the closing of the New Brighton Elementary School. <br />He added that he supported the resolution of the <br />School Board and the New Brighton PTA. He felt <br />there would be no problem of easement acquisition <br />if the school's concerns were made. <br /> <br />Mr. Richard Clague stated that the Board did not <br />specifically discuss easements, but he thought <br />the Board would approve the easements if the above <br />noted concerns were remedied. <br />
