<br />Council Proceedings <br />city of New Brighton <br />June 27, 1974 <br /> <br />2 <br /> <br />Mr. Leonard stated that the proposed improvement <br />would not increase a drainage problem, but should <br />reduce it. <br /> <br />Mr. Neil Zimmerman, Vice-President of the New <br />Brighton School PTA, stated he would prefer the <br />alternate plan diverting traffic away from 8th <br />Avenue for reasons stated above. He added that <br />the PTA had not solicited professional help in <br />their review of the intersection. <br /> <br />Mr. Larry Karlen, President of the New Brighton <br />Business Association, stated that the Association <br />felt both intersection plans were workable; however, <br />the Business Association supported the school's <br />position. He further added that the Business <br />Association is very desirous of having the road <br />as soon as possible. <br /> <br />Mr. Len Juran, 803 8th AVEI1 ue, stated that he had <br />accumulated information from the County and City and <br />studied various reports. He felt more and more <br />traffic would be diverted onto Old Highway 8 because <br />of the congestion on Silver Lake Road. He added <br />that he believes driving habits could be changed <br />and the alternate plan would help the down town <br />area. He commented that the general plan of <br />upgrading Old Highway 8 would be good for the <br />community. <br /> <br />Mr. Clague stated that the School District's interest <br />was in the protection of children. He added that he <br />had spoken with a professional planning firm relative <br />to plans. <br /> <br />Mr. Juran asked whether the left turn movement on <br />the alternate plan could be made safer. <br /> <br />Mr. Leonard indicated that left turn from 8th Avenue <br />to eastbound on Old Highway 8 could be limited. He <br />added that he felt the alternate plan would promote <br />a higher accident rate and that the intersection <br />may require signalization sooner than the proposed <br />plan adopted by the council. He stated the County <br />would support either alternatives. <br />
