<br />Jncil ~roceedings <br />,it-:i of New Brighton <br />. Nov. 23,1976 <br /> <br />James Bettenberg, attorney for John J. Welsch Co., <br />spoke on behalf of the applicant. He stated that when the <br />license was reviewed in February 1975, one of the stated <br />concerns was the increase in traffic that would be <br />generated because of the restaurant. <br />Mr. Bettenberg noted that since that time a shopping center <br />had been proposed to the south of the restaurant and <br />a traffic study had been conducted relative to the impact <br />of that center on the traffic on Silver Lake Road and <br />Mississippi. He stated that his understanding was that the <br />study concluded that these roads were at 33% of capacity and <br />that with construction of the shopping ~enter they would <br />be at 39% of capacity. He added that the amount of traffic <br />that would be generated by the restaurant in comparison with <br />the shopping center would be insignificant. He stated that <br />based on the information in the report the application was <br />filed again. He noted that the applicant was qualified, that <br />there were no negative police reports, that the personal <br />character of the appticant was beyond reproach, <br />that the applicant demonstrated fiscal capabilities and has <br />demonstrated he could operate such facility. <br /> <br />Motion by Fisher, seconded by Werdouschegg to receive <br />letter from Ellen and ~aul citron, dated Nov. 9, 1976 <br />5 ayes - 0 nayes- carried <br />Motion by Werdouschegg, seconded by Hardt to receive <br />petition from residents in the area of 2550 Mississippi St. <br />5 ayes- 0 nayes- carried <br /> <br />2 <br /> <br />Liq. Lic. <br />Stockmans <br /> <br />Letter <br />citrons <br /> <br />Petition <br /> <br />Stan Keller, 2848 Rice creek Terrace, stated he was one of <br />the neighborhood residents who had circulated the petition. <br />He noted that while there was not time to canvass the entire area, <br />all those approached signed the petition. He stated concern with <br />the impact of the sale of liquor in the area, on children '.s <br />safety, noting that children would have to pass in front of the <br />restaurant to get to the park on the east side of Silver Lake Road. <br /> <br />Ellen citron, 2712 Rice Creek Terrace, stated opposition to <br />the liquor license. She noted that the area was residential <br />in character. She stated she did not clearly understand <br />what was meant by 3910 of traffic capacity. She pointed out <br />that it was her understanding that the shopping center would have <br />its main entrance on Silver Lake Road and only a secondary entrance <br />on Mississippi St. <br /> <br />Mr. Bettenberg responded that the shopping center would have <br />an entrance on Mississippi St. and noted that the traffic study <br />was relative to Mississippi st. and Silver Lake Road. He further <br />added that the restaurant access would be to Mississippi and not <br />to 26th Avenue. <br />
