However, if the <br />front yard is to have 30 feet of landscaping 20 parking <br />spaces will be removed. These spaces must be relocated <br />to meet code. Staff is also concerned that the parking <br />design on the north side of the building is consistent <br />with the parking design of the Rice Creek Center. Also, <br />the applicant must submit a reciprocal parking and <br />access agreement because of the lack of separation <br />between the Super Valu site and shopping center. <br />4. The building elevation of the north side was provided. <br />The code requires that all elevations be provided. Of <br />concern for staff is the appearance of the side of the <br />building facing Rice Creek Road. Staff understands the <br />applicants desire to have the main entrance on the shopping <br />center side but the city should have a good appearing <br />building from the street side also. The building elevations <br />of all sides must be submitted. <br />5. Staff also notes that the plans lack the required dimensions <br />of the parking spaces, driving lanes and driveways. The <br />applicant also should indicate that the county engineer has <br />given preliminary approval of the two proposed driveways <br />off of Rice Creek Road in regard to radius, width and <br />location. <br /> <br />RECOMMENDATION <br /> <br />That the Planning Commission approve LP-132 by simple motion contingent <br />on the following: <br /> <br />1. That there be a 25 foot landscape strip to run the length <br />of the western boundary with 4 foot winged euonymus planted <br />in hedge form with 5 foot spruce; <br />4. That the parking design north of the proposed building be <br />consistent with the parking de$ign established by the <br />shopping center; <br />5. That the applicant provide a reciprocal parking and access <br />easement between the shopping center, super valu and City <br />of New Brighton; <br />6. That elevations of all sides of the proposed building be <br />submitted and approved by the City Council; <br />7. That the revised site plan provide all required dimensions <br />of driving lanes, parking spaces and driveways; <br />8. That the County Engineer approve the two driveways off of <br />Rice Creek Road; <br />9. That final grading and drainage plans be approved by the <br />Rice Creek Watershed District and City Engineer; <br />10. That the applicant conform to revised site and landscape <br />plans signed and dated by the applicant and City Planner. <br /> <br />
