The applicant stated that she and her late husband granted the <br />ity permission to use the peninsula area of their lot to remove the bog. It is her <br />eling that an easement would be disadvantageous to the new owner. <br />avid Hoel a resident on Lake Diane spoke in agreement with the applicant, Mr. <br />Hoel, who has maintained the aerator, said that the access required for that purpose <br />is minirnal. Wayne Warren spoke regarding the removal of the bog in the past, <br />stating there are other possible ways to access the lake. <br />Grant Wyffels-Director of Public Works explained that any newly created lot requires <br />a 10 foot front and back easement and 5 foot side yard easement, <br />Sally Skavnak, 2800 18th Street expressed her concern with the quality of the lake <br />because the access point could potentially be lost. <br />City Planner, Janice Gnndlach stated that the proposed easement only applies to <br />southerly 15 feet. Connell Member Burg questioned the size of the proposed lot, it <br />was determined that at 1.135 acres the lot was still considered substantial, <br />Conncll Member Hoffman suggested tabling this item and looking at additional <br />options, <br /> <br />Motion by Council Member Hoffman, seconded by Council Member Doffing to <br />table the item to look at other options. <br /> <br />I Ayes - 0 Nays, Motion Carried <br /> <br />Council Business <br />1, Awarding of the contract for the City's single family residential recycling <br />program. Report No, 06-248, <br /> <br />City Sanitarian David Fridgen outlined the three proposals received. It was <br />recommended the contract be awarded to Waste Management., <br /> <br />Motion by Council Member Hoffman, seconded by Council Member Doffing to award <br />a three year contract to Waste Management for our single family recycling program. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />I <br /> <br />2, Comprehensive Plan Amendment (CM2006-001), Rezoning <br />(RZ2006-006), Site Plan Review (LP2006-007), and a Special <br />Use Permit (SP2006-013) to permit a Hot-Mix Asphalt and <br />Ready-Mix Concrete Production Facility at 2200 Old Highway 8 <br />NW. Report No, 06-249. Resolution No. 06-109. <br /> <br />City Planner-Janice Gundlach explained the applicant is requesting to operate a hot <br />mix asphalt and ready-mix concrete production facility at the site currently owned and <br />occupied by Bel Air Excavating.
