The <br />number of required and proposed parking spaces was 30. <br /> <br />Jim Thyen stated that in reFerence to Item #4 on Page 2 of the <br />staFF report, he could not recall what the access easement to <br />Outlot A was For; mechanical or emergency vehicle. IF it was For <br />emergency vehicles. he would rather have access From the cul-de- <br />sac of the townhomes. <br /> <br />Chairman Baker stated he could not recall discussion of an access <br />easement, but did recall that Lot 1 of the townhomes was to be an <br />inactive area at the request of the neighbors. <br /> <br />Mr. Thyen stated there are easements between all the lots <br />adjoining Outlot A. <br /> <br />Mr. Thyen stated that the only problem he had was the required 24 <br />Foot drive. He could not recall discussion of the driveway <br />width in 1983 and asked IF this was a recent staFf <br />recommendation. <br /> <br />StaFf stated that the 1983 Planning Commission stafF report by <br />Jim Winkels stated a 24 foot drive was needed versus the 20 Foot <br />drive shown on the plan. <br /> <br />Mr. Thyen stated that although he initially did not think a 24 <br />Foot drive would be a problem when he talked with staFF earlier. <br />problems had now arisen. The utilities were put in on the site <br />and the water lines were cut in For a 20 Foot drive as indicated <br />on the Engineering Department's drawings. The water cut-offs <br />would be sitting directly where the curb would be For a 24 Foot <br />drive. Mr. Thyen Further explained that the proposed dirve <br />setback along the rear of the adjacent apartment garages to the <br />east was 6 Feet. IF this setback is decreased, there will be no <br />room For the proposed landscaping and the drop In grade would be <br />almost one to one. A 24 foot drive also narrows down the parking <br />area in Front of the townhouses. <br /> <br />Council Representative Benke stated it appeared the 24 Foot drive <br />had not been included in the Council action in 1983. <br /> <br />Commissioner Blomquist asked what the extra cost might be to <br />extend the water lines. <br /> <br />Mr. Thyen estimated $10,000. <br /> <br />l'. <br />
