All approved.

Northwest Quadrant Report

Post Office
Black reported that he had a conversation with the representative from the U. S. Postal Service a
few weeks ago, who is still hoping for the approval for the moving the post office before the
ninety-day target. Black added that there were several questions regarding the move from
citizens at the Town Hall Meeting. Delaune asked if there may be any hurdles in securing the
post office building. Black replied that the only significant delay would have been with the
property owner challenging public purpose, which did not happen.

Ferrelleas
Nelson inquired about the contingency that Ferrellgas included on the offer proposal. Black
replied that while Ferrellgas didn't change the price, they did add a contingency that the City
would have to find another location before they would agree to move.

Femelius reported that the City of Mounds View sent the City a letter opposing Midwest
Asphalt's proposal to move to the Belair site. Kaufhold asked if the neighborhood to the west
had been notified. Femelius replied that properties within 350 feet were notified ofthis
proposal, which is according to state law and consistent with how staffhas notified every other
planning proposal. Kaufhold suggested that staff consider increasing the notification area for
this proposal. He stated that he is concerned that residents will feel that they were not made
aware of this proposal. Harreld inquired if staff knew if Belair has changed the type of work
they do on the site. She stated that the noise level has increased from the business. Fernelius
replied that staff does not know of any changes, however by adding Midwest Asphalt the use of
the site will intensify. Kaufhold inquired if the proposal intends to alter the screening at the site.

Page 1 of5
