<br />.' <br /> <br />November 16, 1978 <br /> <br />APPLICATION FOR BUILDING PERMIT <br />LP-76, MILLER <br /> <br />PURPOSE <br /> <br />To review a request for a building permit to construct a light <br />industrial office building in the southeast quadrant of Old <br />Highway #8 and 14th Street N.E. <br /> <br />BACKGROUND <br /> <br />The applicant's request was discussed at the last regular meeting <br />of the Board of Review on October 17. 1978. No action was taken <br />on the request, and the board decided to continue discussion on <br />the proposal and to refer the proposal to the Board of Planning <br />and staff for comments on the soil condition, drainage and the <br />type of trucking operation to take place at the site. (For the <br />specifics of the request please examine enclosure.) <br /> <br />SOIL CONDITION <br /> <br />The Soil Exploration Company, St. paul, MN., has made a preliminary <br />analysis of the soils in the project area and their finding are <br />enclosed. In summary. the company determined that the soils as <br />weak and compressible with several low wet areas throughout the <br />site. There would also be problems with site preparation for a <br />larger structure than proposed because the site was previously <br />used as a sanitary landfill. It is the conclusion of the Soil <br />Exploration Company that because of the condition of the soil <br />this type of use of the land is warranted. <br /> <br />DRAINAGE <br /> <br />Allowing the construction of roads. parking lots and other <br />impervious surfaces will not only interfere with the watershed's <br />natural filtering process but will also increase the amount and <br />rate of storm water run-off. Great care and attention should be <br />given to assure the City that this project which proposes large <br />areas of impervious surfaces will not have harmful affect on the <br />natural and man-made drainage systems in the area. <br /> <br />The project indicates that the grade of the area will be altered <br />so that run-off will drain toward the N.W. corner of the parcel. <br />Drainage from this parcel is presently not tied into the Ramsey <br />County storm sewer system. Investigation should be undertaken <br />to determine if the storm sewer system can absorb the additional <br />run-off resulting from the contruction involved in the proposed <br />project. <br />
