Supplement to Report #79-312A <br />Page #2 <br />The second modification is that the applicant does not propose <br />to construct the service building at this time. The area on the <br />site for the service building should not be left in its natural <br />state. It should be landscaped or have a dustless surface so <br />that the site will not have an unfinished appearance. <br />Staff contends that the 2 above mentioned modifications are not <br />significant because the site will basically be developed as <br />originally approved. It appears that the Council could take the <br />following alternative action: <br />1 Authorize the administrative authority to issue the <br />building permit for the modified site plan contingent <br />on the conditions established by approval of LP-78 <br />and Phase I; <br />2. Refer the site plan to the Planning Commission for <br />review and recommendation-and under the consideration <br />w 'of the request for preliminary approval of the tax <br />exempt financing condition approval on approval of the <br />modified site plan <br />By implementing alternative #1, the Council would be determining <br />the following: <br />1. That the modifications are not significant; <br />2. That the total site will be developed in accordance <br />with the site plan previously approved which includes <br />the construction of the service building in the future <br />with the exception of a 3 story office building; and <br />3. That the area that is not initially used by the <br />applicant (service building area) would be landscaped <br />as approved under the approval of Phase I of the project. <br />By implementing alternative #2, the Council is indicating that the <br />modifications are significant enough to require that the applicant's <br />site plan-and building plans be reviewed again by the Planning <br />Commission and City Council. <br />rt-.rF RECOMMENDATION <br />Staff recommends that the Council implement alternative #1 by <br />simple motion by approving the modified site plan and authorizing <br />the administrative authority to issue a building permit contingent <br />on the conformance with the conditions established in the approval <br />of LP-78 (January 23, 1979) and Phase I (Se.ptember 25, 1979) <br />an MArcher <br />ty Plan <br />ner
