Legislative History: The table below compares the certification amounts for the years 2004-2006. We expect the amount certified will be reduced prior to December13th when the amounts are actually certified to the County. History of Certification: 2004 $79,141 2005 $94,200 2006 $63,084 Financial Impact: Explanation: Annually, delinquent charges for water and sewer utility services are certified for collection with the property taxes. Through certification, the City is assured of payment for these services. The certified amount must be paid with the 2007 property taxes. The certified amount includes an interest charge of 10% per annum as the City will not receive settlement in full until December 2007. Minnesota state statutes provide cities with authority to levy a one year special assessment on properties for unpaid utility bills. Authority to certify is also provided in the City Code. The Code defines a delinquency as unpaid charges which are at least ninety (90) days past due as of September. The water and sewer customers have been advised about the certification process.
