<br />Variance 2 - Parking Setback <br /> <br />The newly adopted City Parking Standards require all off-street <br />parking areas to be setback 5 feet from' the rear property line. <br />The proposed off-street parking area would be setback 3 feet from <br />the rear property line. Again, the long and narrow shape of the' <br />subject site makes it difficult to develop the site and still comply <br />with the required setback. Additionally, designs for the second <br />building were based on the original plan, approved in 1984, which <br />showed parking constructed up to the rear property line. Such an <br />arrangement would have complied with the old parking standards <br />which were revised in December of 1988. I~ an attempt to comply <br />with the' new standards, the architect has located the parking area <br />3 feet from the rear property line. Due to the narrow shape of <br />the subject site, strict enforcement of Section 11-020 (f) would <br />cause an undue hardship because of circumstances unique to the <br />individual property under consideration. <br /> <br />The proposed second building and site plan would contribute to the appearance <br />of the subject site and allow for additional off-street parking for the existing <br />building. The dark bronze and glass entrance to the proposed building <br />coupled with the terraced landscaped area and landscaped ponding area would <br />serve as an attractive display of New Brighton's industrial district to persons <br />entering New Brighton along 5th Street NW. <br /> <br />RECOMMENDATION <br /> <br />Motion to RECOMMEND APPROVAL OF LP-239, SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br /> <br />1. APPROVAL OF VN-271~~ ~f'f .....2,~. <br /> <br />2. PROVISION OF A LANDSCAPE PLAN DETAILING THE SPECIES OF <br />PLANTS TO BE INSTALLED IN THE TERRACED AREA AND AROUND <br />THE PONDING AREA, TO BE APPROVED BY THE CITY PLANNER <br />PRIOR TO BUILDING PERMIT ISSUANCE. <br /> <br />3. PROVISION OF A PERFORMANCE BOND IN THE AMOUNT EQUAL TO <br />100% OF THE ESTIMATED COST TO COMPLETE ALL SITE <br />IMPROVEMENTS EXCLUSIVE OF STRUCTURES. <br /> <br />4. ESTABLISH A UTILITY EASEMENT OVER THE RECENTLY <br />CONSTRUCTED WATERMAIN, TO BE APPROVED BY THE CITY <br />ENGINEER PRIOR TO BUILDING PERMIT ISSUANCE. <br /> <br />Motion to WAIVE THE READING AND ADOPT THE ATTACHED <br />RESOLUTIONS RECOMMENDING APPROVAL OF VN-2'11 AND VN-273. <br /> <br /> <br /> <br />Ern~ffinner <br /> <br />EM/vi <br /> <br />7 <br />
